Madam Speaker, it is my first opportunity to speak to the new Minister of Foreign Affairs since he was named to that portfolio and left the transportation portfolio. I congratulate him.
My question relates to Line 5. I have not had a chance to speak to that issue. It is obviously not a climate issue that the Government of Michigan is concerned about. It is a water quality issue in the Strait of Mackinac and, of course, Canada shares responsibility for water quality in the Great Lakes. The local concerns are that the pipeline is quite old and could break and contaminate the Great Lakes. It is not a pipeline that carries bitumen for export; this is a pipeline that essentially crosses the United States to reach refineries in Canada.
Has the Government of Canada been working with Enbridge at all to assist in finding an alternative to the underwater pipeline in the Great Lakes such that it would address the water quality concerns?

Madam Speaker, I thank my colleague, the member for Beauport—Limoilou.
My question is the following: Why is the House dealing with this particular motion right now?
We have had problems, in particular with the administration of former president Donald Trump. He decided to stop exporting N95 masks. He also took positions against our sectors, like the aluminum sector, and other industries that are very important to our country.
Why does my colleague think the Conservatives moved a motion now against the administration of President Biden, but never did so against former president Trump?

Madam Speaker, I certainly would have supported the amendments my colleague put forward.
It occurs to me that it is passing strange that the arrival of new President Joe Biden seems to have cast a pall over our Parliament. Almost every comment is negative. I totally agree with my friend from Yukon. Thank heavens Biden signed an executive order to protect the shared porcupine caribou herd and its shared habitat.
Why are we not celebrating that there is a President in the White House who actually is concerned about the climate crisis? That we could only have similar resolve from our own government, because the climate crisis threatens our economy and our very survival.

Madam Speaker, one of the ongoing issues we have had with the United States is the softwood lumber dispute. We have seen mills close across British Columbia as we export raw logs to American states. They are happy to take our raw logs, including those from the last of the old-growth forests that are being cut down, as the B.C. government continues to talk about protection but allows for the continued logging of these ancient forests.
I would like to know what the parliamentary secretary thinks we should be doing about the softwood lumber dispute and what the government's plan is to finally get this dispute settled.

Mr. Speaker, the hon. member mentioned a number of historical events of wrongdoing that we would want to investigate. They were not that long ago.
I wonder if the member agrees with me that the WE Charity scandal fades compared with the allegations of obstruction of justice in the SNC-Lavalin matter. Would we not want to investigate the efforts to block the RCMP investigation? It was before last year's election, but this is not that long ago.

Madam Speaker, in pursuing this matter, as a member of the opposition, I certainly agree that we want to get to the bottom of matters that are being covered up, but this motion smacks of the flavour of the day with the WE Charity scandal. I am much more concerned with the obstruction of justice in the matter of the SNC-Lavalin question, in which our former minister of justice was pushed to do things that were potentially an obstruction of justice. That does require a deeper investigation.
Does the hon. member for Carleton not agree with me that it would be more impressive if the official opposition stuck to matters that were potentially criminal, as opposed to those that seem to be chasing headlines?

Mr. Speaker, this WE scandal does need to be looked into. We did not like the program when it was announced. We did not think it was fair to be giving the equivalent of $10 an hour to students for volunteering for non-profits.
In my riding, we were short $500,000 in the Canada summer jobs program. When this unfolded in July, I immediately sent letters to various government ministers, saying that these funds should go into the Canada summer jobs program so that we could help students and non-profits through this pandemic. What does the hon. member think happened to that $900 million that was supposed to help students and non-profits? We have students who did not get the summer jobs they needed, who are now in a position where they are financially strapped and who are paying tuition fees that are extremely high. They need help.
What does the hon. member think should have been done with that funding?

Mr. Speaker, I would like to know why the WE money, this $900 million, did not go to students and to non-profits. It could have gone to the Canada summer jobs program, where students would have been paid at least minimum wage, rather than $10 an hour, which is what the volunteer program did. What happened to that $900 million? How is the government working to help students and non-profits now?
I put the suggestion in as soon as the WE scandal broke. I sent letters to ministers saying to put that money into Canada summer jobs. I could spend a couple of million dollars in my riding right away on people who need work and non-profits who need workers. What happened to the money?

Madam Speaker, this is an important debate to have and having a committee to look at this issue is important. This is not something that is just related to the current government. This goes back quite a way.
When we first opened up trade with China, we did not make human rights part of that agreement, that China improve human rights or that it look at democratizing. This goes back to the 1970s and 1980s.
Of course, with both governments, we had the Canada-China FIPA that was brought forward by the Conservative government, which gives Chinese state-owned corporations extraordinary powers. It is not a reciprocal agreement. The Chinese state-owned corporations have an extraordinary amount of power in that agreement. It is probably the worst trade treaty we have signed.

Madam Speaker, it is important to be discussing the issue of China in this context because we are having a lot of different issues with China. Members on the other side have brought this up. In my own riding, there is a seniors home owned by a Chinese state-owned corporation that had to be taken over by VIHA. This is a health issue, so we are dealing with health issues as well. How many different committees do we need to bring China to?
