Madam Speaker, I certainly appreciate the member's interventions in this debate.
As a country, we are facing a number of things. Obviously, we are dealing with a pandemic, but we also need to be thinking about our aging demographics and the fact that so many people are going to need things such as health care, which puts more pressure on our tax base to be able to pay for all the spending that is going on now.
It is more important than ever that we build productive infrastructure and make investments for the long term. Would the member agree with that?

Notre pays est confronté à de nombreux défis. Nous sommes évidemment aux prises avec une pandémie, mais nous devons également réfléchir au vieillissement de notre population et au fait qu’un grand nombre de Canadiens auront besoin de soins de santé, par exemple, ce qui accroît la pression sur notre assiette fiscale et notre capacité de payer toutes les dépenses actuelles.
Il est plus important que jamais de nous doter d’une infrastructure productive et de faire des investissements à long terme. Le député est-il d’accord avec cela?

Madam Speaker, as I said in my speech, there is not much in this budget for the future. We know the population is aging, and we need much more money. As we have seen in the last 18 months, the hospitals were COVID hot spots. Surgeries were delayed and, in some cases, are still delayed.
When Stephen Harper was in the government, we increased the health care sector year over year, but from these Liberals there is nothing in the budget for health care.
Madame la Présidente, comme je l’ai dit dans mon allocution, il n’y a pas grand-chose pour l’avenir dans ce budget. Nous savons que la population vieillit et nous avons besoin de beaucoup plus d’argent. Comme nous l’avons constaté au cours des 18 derniers mois, les hôpitaux ont été mis à rude épreuve par la COVID. Des chirurgies ont été retardées et certaines le sont encore.
Sous la gouverne de Stephen Harper, nous avons augmenté le budget du secteur des soins de santé d’année en année, mais les libéraux n’ont rien prévu dans le budget pour les soins de santé.

Madam Speaker, the member should be incredibly proud of that intervention, his family, and all he has done and brought to this country.
I have a simple question for you. How concerned are you for those kids of yours, with the massive amount of debt the government is accumulating?

Madam Speaker, I am not only concerned about my kids, I am also concerned about all Canadians throughout the country. The debt created by the government is $446 billion and another $437 billion from the last 149 years. All our future generations are on the hook. I really feel sorry for them, and the government should look into balancing the books.
Madame la Présidente, je suis inquiet non seulement pour mes enfants, mais pour tous les Canadiens du pays. La dette créée par le gouvernement s’élève à 446 milliards de dollars, sans compter les 437 milliards de dollars accumulés depuis 149 ans. Madam Speaker, I am terribly disappointed with the conduct of the government, and Canadians should be as well. The Liberals rushed their Bill C-12 through to committee. The committee decided that it did not want to hear from Canadians and ignored the majority of the briefs. The MP for Saanich—Gulf Islands, as well as members of the environment committee, were quite frankly ashamed to see Canadians ignored. Now, the government, because of its absolute mismanagement of the House calendar, is coming and invoking closure.
I cannot believe the New Democratic Party is going to be supporting this, but I wanted to ask how the government can justify using closure on a bill of this magnitude and denying the ability of parliamentarians on both sides of the House to hold the government to account.
Madame la Présidente, je suis terriblement déçu de la conduite du gouvernement. Les Canadiens devraient l’être aussi. Les libéraux ont précipité le renvoi du projet de loi C‑12 au comité. Le comité a décidé qu’il ne voulait pas entendre les Canadiens et a fait fi de la majorité des mémoires. La députée de Saanich—Gulf Islands et les membres du comité de l’environnement ont franchement eu honte de voir les Canadiens ignorés. Maintenant, après avoir mal géré le calendrier de la Chambre, le gouvernement impose la clôture.
Je ne peux pas croire que le Nouveau Parti démocratique appuiera cette motion, mais je voulais demander comment le gouvernement peut justifier le recours à la clôture pour un projet de loi de cette ampleur et empêcher les parlementaires des deux côtés de la Chambre de demander des comptes au gouvernement.

Madam Speaker, climate change is an extremely important subject, and we should all understand that. It is important not only that we have credible targets and plans, but that we have a commitment to achieving what science tells us we must, which is net zero by 2050.
This government has worked collaboratively with opposition members to come up with a strengthened bill that is best in class with respect to how these bills work around the world. We are very proud of this legislation. Certainly many Canadians desire to see it go forward, and while the Conservatives have delayed across the board a whole range of legislative options, it has been very much apparent from our side that we want to get it through the House to ensure that it is in place.
With respect to being ashamed, I would say that I am ashamed as a Canadian that there is a party in the House that is still unable to convince its own members that climate change is real.
Madame la Présidente, les changements climatiques sont un enjeu extrêmement important. Nous devrions tous le comprendre. Il est important non seulement que nous ayons des cibles et des plans crédibles, mais aussi que nous soyons déterminés à atteindre ce que la science nous exhorte à atteindre, une consommation carboneutre d’ici à 2050.
Le gouvernement a collaboré avec les députés de l’opposition pour produire un projet de loi renforcé qui se trouve parmi les meilleurs au monde. Nous sommes très fiers de ce projet de loi. Il est certain que de nombreux Canadiens souhaitent que nous l’adoptions, et bien que les conservateurs aient retardé l’adoption de toute une gamme de solutions législatives, il est très évident que nous, de ce côté-ci de la Chambre, voulons qu’il soit adopté.
Pour ce qui est d’avoir honte, je dirais qu’étant Canadien, j’ai honte qu’il y ait un parti à la Chambre qui n’arrive toujours pas à convaincre ses propres députés que les changements climatiques sont réels.

Madam Speaker, I am very disappointed in how this government is governing. We were understanding during the pandemic, and the opposition parties worked with the government to implement exceptional measures.
However, it is not our fault if the government did a poor job of managing its parliamentary calendar and finds itself at the end of the session with dozens of bills to rush through. It is not giving us enough time to debate them, and that is just what is happening with Bill C‑12. We were hurried along in committee and did not get to improve it like we should have.
Why did the government not simply table it sooner?
Madame la Présidente, je trouve la façon dont ce gouvernement gouverne extrêmement décevante. Nous avons été compréhensifs durant la pandémie et les partis de l'opposition ont tendu la main au gouvernement pour mettre en place rondement des mesures exceptionnelles.
Cependant, ce n'est pas notre faute si le gouvernement a mal géré son calendrier parlementaire et se retrouve en fin de session avec des dizaines de projets de loi à adopter à la va-vite. Il ne nous laisse pas le temps d'en débattre et c'est encore ce qui arrive pour le projet de loi C‑12. Nous avons été bousculés en comité et nous n'avons pas pu l'améliorer comme nous l'aurions dû.
Pourquoi le gouvernement ne l'a-t-il tout simplement pas déposé avant?

Madam Speaker, I would like to thank my colleague for her question and for being so concerned about climate change, which is a very important issue.
The government supported a Bloc Québécois amendment calling for a five-year review of the act and also included several elements of Bill C‑215 in Bill C‑12.
Canadians think it is very important for us to go ahead with this bill. We committed to passing a law to assure Canadians that all future governments will be required to meet the 2050 net-zero targets.
Madame la Présidente, je remercie ma collègue de sa question et de tellement s'intéresser aux changements climatiques, un dossier très important.
Le gouvernement a appuyé un amendement du Bloc québécois pour un examen quinquennal de la Loi et a également inclus plusieurs éléments du projet de loi C‑215 dans le projet de loi C‑12.
Les Canadiens estiment qu'il est très important que nous allions de l'avant avec ce projet de loi. Nous nous sommes engagés à mettre en place une loi qui assurera aux Canadiens que tous les gouvernements à venir seront obligés de respecter les cibles de carboneutralité de 2050.

Madam Speaker, this bill is not the legislation we would have written. However, it is stronger than it was and we believe that it should be passed into law.
I believe I just heard the minister state that Bill C-12 is best in class when it comes to international climate accountability legislation. The message we heard very clearly from some of Canada's most prominent environmental organizations at committee was that the bill did not measure up to the best examples of climate accountability around the world.
I wonder if the minister could provide some rationale for his statement. What evidence does he base his “best in class” statement on?
Madame la Présidente, ce projet de loi n’est pas celui que nous aurions rédigé. Cependant, il est plus fort qu’il ne l’était, et à notre avis, il faut l’adopter.
Je crois que je viens d’entendre le ministre dire que le projet de loi C‑12 respecte mieux que tous ceux des autres pays les lois internationales sur la responsabilité en matière de climat. Certains des organismes environnementaux les plus reconnus au Canada ont dit au comité que ce projet de loi n’est pas à la hauteur des meilleurs exemples de responsabilité en matière de lutte contre les changements climatiques dans le monde.
Je me demande si le ministre pourrait justifier sa déclaration. Sur quelle preuve se fonde-t-il pour affirmer qu’il est le meilleur de sa catégorie?

Madam Speaker, I want to thank the hon. member for Skeena—Bulkley Valley for his constructive approach to working collaboratively to ensure that we are moving forward on a bill that I think we all agree is very important.
With respect to my statement, this bill has an enormous number of accountability mechanisms in it. Not only does it require progressively more stringent targets on the pathway to 2050, but there will be a range of progress reports, some of which were brought forward through amendments by the environment committee. There are reports with respect to what has been achieved, and requirements to essentially do more if we are short of our goals. There are third party accountability mechanisms through the environment commissioner. There is also now a milestone mechanism for 2026 to ensure that accountability starts tomorrow. That is all appropriate, as it should be, and it is a very strong piece of legislation.
Madame la Présidente, je tiens à remercier mon collègue de Skeena—Bulkley Valley pour son approche constructive. Il a fortement collaboré pour faire avancer un projet de loi qui, nous en convenons tous, est très important.
Pour appuyer ce que je viens de dire, ce projet de loi contient un nombre considérable de mécanismes de reddition de comptes. Non seulement il fixe des cibles de plus en plus rigoureuses pour 2050, mais il y aura toute une série de rapports d’étape, dont certains ont été inclus grâce à des amendements adoptés au comité de l’environnement. Nous devrons produire des rapports sur ce que nous aurons accompli, et nous devrons nous pousser plus fort si nous n’atteignons pas nos objectifs. Le projet de loi prévoit des mécanismes de reddition de comptes par des tiers par l’entremise du commissaire à l’environnement. Il prévoit aussi maintenant un mécanisme d’étape pour 2026 afin que la responsabilisation commence dès demain. Tout cela est nécessaire, comme il se doit. Ce projet de loi est très solide.

Madam Speaker, Greta Thunberg has said that net zero by 2050 is “surrender”, and without tough near-term targets, we are abandoning our children and grandchildren to an unlivable world. Bill C-12 still lacks a 2025 milestone, which was established in the COP decision document that Canada signed on to, and all experts agree that 2030 is too late.
The NDP and Liberal amendment for a 2026 interim greenhouse gas emissions goal is not a milestone year, but provides a window to review progress or the lack of progress. Why did the government reject the Green Party amendment that the plans and targets must be based on the best available science?
Madame la Présidente, Greta Thunberg a dit que la carboneutralité d’ici 2050 équivalait à une « capitulation » et qu’en l’absence d’objectifs fermes à court terme, nous abandonnions nos enfants et nos petits-enfants à un monde invivable. Le projet de loi C-12 ne comporte toujours pas de jalon pour 2025, qui a été établi dans le document de décision de la COP que le Canada a signé, tandis que tous les experts s’entendent pour dire que 2030, c'est trop tard.
L’amendement proposé par le NPD et le Parti libéral en vue de fixer un objectif provisoire de réduction des émissions de gaz à effet de serre pour 2026 n’établit pas un jalon à proprement parler, mais il fournit un délai pour examiner les progrès accomplis, le cas échéant. Pourquoi le gouvernement a-t-il rejeté l’amendement du Parti vert selon lequel les plans et les objectifs doivent être fondés sur les meilleures données scientifiques disponibles?

Madam Speaker, it is very important that we are guided by science. We are guided by the science and guidance of the Intergovernmental Panel on Climate Change, which has indicated that countries need to achieve the net-zero target by 2050 if we are to keep the rise in average global temperature to less than 2°C, with a focus on 1.5°C. That is exactly what we are doing.
We established and announced our new target only a couple of months ago, and we announced it alongside those of our G7 partners. The G7 is now aligned with science on net zero by 2050, which is aligned with science relative to the Intergovernmental Panel on Climate Change. It is extremely important that we are taking the steps we must take to ensure that our children will inhabit and inherit a livable world. I agree with what the member said.
Madame la Présidente, il est très important que nous soyons guidés par la science. Nous sommes guidés par les données scientifiques et les conseils du Groupe d’experts intergouvernemental sur l’évolution du climat, selon lequel les pays doivent atteindre la carboneutralité d’ici 2050 pour parvenir à maintenir la hausse de la température mondiale moyenne à moins de 2 degrés Celcius, la cible étant 1,5 degrés Celcius. C’est exactement ce que nous faisons.
Nous avons établi et annoncé notre nouvel objectif il y a quelques mois à peine, et nous l’avons annoncé aux côtés de nos partenaires du G7. Le G7 s’appuie maintenant sur des données scientifiques relatives à la carboneutralité d’ici 2050, données qui correspondent à celles dont disposent le Groupe d’experts intergouvernemental sur l’évolution du climat. Il est extrêmement important que nous prenions les mesures qui s’imposent pour que nos enfants héritent d’un monde où il fait bon vivre. Je suis d’accord avec le député.

Madam Speaker, I appreciate the minister's efforts in bringing forward this legislation. I think it is very reflective of what Canadians in all regions from coast to coast to coast want to see of the government. They want us to have ambitious goals and strive to achieve them.
Can the minister reinforce why it is so important that we see this very progressive piece of legislation move forward? Ultimately, I know that the residents of Winnipeg North, and indeed Canadians as a whole, want a government that is serious about the environment.
Madame la Présidente, je remercie le ministre pour les efforts qu’il a déployés afin de présenter ce projet de loi. Je pense qu'il reflète très bien ce que les Canadiens de toutes les régions du pays attendent du gouvernement. Ils veulent que nous ayons des objectifs ambitieux et que nous nous efforcions de les atteindre.
Le ministre peut-il expliquer pourquoi il est si important que ce projet de loi très progressiste soit adopté? En fin de compte, je sais que les habitants de Winnipeg-Nord, et à vrai dire l’ensemble des Canadiens, veulent d’un gouvernement qui prenne la question environnementale au sérieux.
