I'll echo what Mitchell and Leonard just mentioned.
On several fronts the current programs are not adapted to the fishery. One good example is the fact that many fishermen have family members as their crews, so the program for wage subsidies, which is an important one, is not accessible to them.

I want to shift to you, Mr. Jollimore. You've completely impressed me. You're a small business guy. You're out there fishing. I had a client who now is in the business of selling versus harvesting. It's called Effing Seafoods. I admire him so much because he's such an entrepreneur. He came from being a fisherman off the coast of Vancouver.
It has to be frustrating for you that every program we've talked about today has virtually ignored the position you're in. Can you give me some feedback from you and your peers on how it feels when most of these programs have exempted you?

First of all, thanks for the kind words.
I know who you mean. I know Rob Tryon. He's got Effing Seafoods.
Our family has two retail outlets and a lobster pound too. We buy as well, so the hustle's there.
Right now, the sense among the fishermen is that the programs are there, and in the way that was worded, they don't want to create new funds for us. We're not asking for new funds. We're just asking for modifications to what is already out there. It is frustrating that it has already come to this point on the calendar.
We were supposed to already be in the water at this point. We have missed a very important part of our season pre-Mother's Day on the Atlantic coast. In P.E.I. last year, we landed 39.9 million pounds. Around seven million of that was sold before Mother's Day. A big part of our lobster is caught and sold before now.
By missing out on that and not having access to capital, hired men are missing out on weeks of employment right now. Our boats are in the water. Our gear is on the wharf. Everything has been prepared and is ready to go. It is frustrating that it is getting to this point.
We'd like to have something announced so that everybody can make plans accordingly. At this point, when everybody is going to be set for the 15th, people are ordering bait tomorrow. It's that kind of thing. This is something that needs to happen quickly now.

You did allude as well in your opening remarks to the many programs that the federal government has announced to help Canadians weather the COVID-19 pandemic, including the CERB, wage subsidies and loan programs. Are any of these government-announced programs helpful for the beef industry? Would Mr. Currie like to weigh in on this question? I know you've touched on it a bit, but what about specifically here in Ontario?

Yes, sure.
Part of the problem with the wage subsidy program is that.... I'll use cow-calf operators as an example. Their revenue comes in two to three times a year, based on their sales. Right now we're not showing a revenue reduction because of the market uncertainty. We can't move those animals at the present time, so we don't have a significant enough price decline currently to qualify for that program.
When we look at the Canadian emergency business account, we see that the current program's payroll requirements exclude what many cattle producers have for payroll expense at the current time. The other piece of it is that many of the larger feeder operations are too large to qualify, because they go over the $1.5 million cap.

I'll just add that on top of a revenue loss perhaps not being shown, what we are seeing is a doubling of expenses, so the net profit is way down. It's very problematic that we can't seem to get across that these incurred expenses are going up and up without that revenue stream continuing to follow suit.

We find that it's early to decide to extend the measures. This is an extraordinary crisis. The support that the government has provided is very important. We hope that economic activity will resume. Of course, should the government decide to extend the measures in the coming months, it would be in a position to do so. However, it's a little early to decide that now.

We're experiencing something out of the ordinary. The last pandemic was 100 years ago. We realize that there are positive impacts on the environment, especially when it comes to air quality.
Does the government intend to take steps to use the current circumstances—which are sad, but which we still have to face—to ensure a viable and responsible economic transition, both ecologically and socially?
If that's the case, how much might such a transition cost?

That's a very good question.
We're thinking about the next step. Right now, our priority is to provide support to people who have lost their jobs or who can't work. We want to stop the transmission of the virus. That's why we're focusing on that.
In the coming months, we hope to be in a situation where economic stimulus will be necessary. At that time, we could consider the measures you mentioned, including promoting investment in the economy of the future, a more sustainable economy.
