Mr. Speaker, yesterday, the Liberals voted against my bill on the bilingualism of Supreme Court justices even though they supported it three times when they were in opposition.
Their excuse was that it could be unconstitutional. However, several constitutional lawyers have said the opposite. Even the Liberal member for Saint-Léonard—Saint-Michel told the Canadian Press that this constitutional argument does not hold water.
Why did the Liberals not stand up for the official languages and, above all, for Quebeckers, Acadians, and Franco-Ontarians? Have they abandoned their principles?

Mr. Speaker, I appreciate standing to speak about the Supreme Court of Canada process that our Prime Minister put in place to not only appoint one Supreme Court justice but to move toward supporting another Supreme Court justice in the very near future. Our Prime Minister and our government are fundamentally committed to appointing Supreme Court justices who are functionally bilingual, have the highest meritorious qualities, and represent the diversity of the country. I am very honoured to assist the Prime Minister in making the second choice for the next Supreme Court justice.

Mr. Speaker, the Ontario Superior Court of Justice is warning that it desperately needs more judges. Just last week, B.C. courts were forced to shut down because of the government's indecision. What is the problem with the government? Why did it not make these judicial appointments? It had all summer to do it, and now we have a situation of Ontario desperately needing 12 more judges. There are 57 vacancies.
I have a solution for the Liberals. If they cannot get the job done, turn it over to us and we will make the appointments. How about that?

Mr. Speaker, to reiterate, I take the appointment of Superior Court justices incredibly seriously. Our government has taken significant steps to make the process for the appointment of judges open and transparent, with a focus on embracing diversity.
To date, I have been pleased to appoint 109 Superior Court justices across the country, including 22 deputy judges in the territories. I will continue to ensure that we appoint very meritorious candidates to fill the remaining vacancies across the country.

Mr. Speaker, I am proud to rise today as a Franco-Ontarian.
The Minister of Justice introduced significant reforms to the judicial appointment process. Her reform promotes diversity, gender balance, and bilingualism. I am pleased to see that five of the eight judges who were appointed in eastern Ontario are perfectly bilingual.
Minister, could you inform the House of the steps our government has taken to strengthen the bilingual capacity of our courts?

Mr. Speaker, I am very pleased that the critical reforms to the judicial appointments process have led to increased bilingual capacity. As mentioned, five out of the eight judges in northeastern Ontario are fluently bilingual.
To build on these reforms, today our government is launching an action plan to enhance the bilingual capacity of Canada's superior courts. This multi-faceted approach will ensure that we move forward so individuals can have a hearing before a judge in both official languages.

Mr. Speaker, I recently introduced a bill on sexual assault law that will help restore confidence in the justice system. The bill seeks to provide training to future judges, among other things. It will also require written reasons to be provided in a greater number of decisions.
Does the Prime Minister agree that we should all work together to expedite passage of this bill?

Mr. Speaker, all survivors of sexual assault must be treated with compassion and respect, particularly when they are seeking justice before the courts.
It is very important to do everything we can to protect and encourage these women, and sometimes men, to seek justice for the violence they have suffered. I am therefore very happy that this bill will give us an opportunity to discuss this important issue.

Mr. Speaker, last week, a Halifax taxi driver was acquitted of sexual assault charges. The circumstances are disturbing, and incredibly, the judge ruled, “Clearly, a drunk can consent”. Countless legal experts have pointed out the mistakes in this judgment. I have introduced a very common sense bill to make sure that judges are not making basic errors or, even worse, painful comments that make victims think twice of ever pursuing justice.
Will the Prime Minister support moving my bill to committee this week and help restore confidence in our justice system for victims of sexual assault?

Mr. Speaker, like me, many Canadians would be surprised to learn that a lawyer does not need any experience in the sensitivities of sexual assault cases to become a judge overseeing these types of challenging trials. There currently is also no mandatory training for sitting judges. Today, I introduced a bill to help fix this.
We need to build confidence in our system so more sexual assault survivors feel comfortable coming forward. Will the Prime Minister join me and support this bill that requires mandatory sexual assault training for lawyers who want to become judges?

Mr. Speaker, I agree that there is a necessity to ensure that we have confidence in our justice system. With respect to victims of sexual assault or victims of gender-based violence, they need to be treated with respect and dignity at all stages.
I recognize that the hon. member across the way has introduced a private member's bill, and I look forward to continuing to speak with her, as well as reviewing the private member's bill as it proceeds through the House.

Mr. Speaker, when I was in university, I worked at a rape crisis centre and I participated in a program that looked at how victims were treated by the courts. I saw what survivors of sexual assault have to go through. Judges not having the appropriate training only makes the process more difficult for everyone involved.
Today, I introduced a bill to solve that problem. I hope that all members will support these non-partisan measures.
Will the Prime Minister join me in standing up for women and girls and supporting mandatory sexual assault training?

Mr. Speaker, I appreciate the question from the hon. member across the way, and I think, without equivocation, all members of the House recognize and acknowledge that sexual assault and gender-based violence is wrong and we have to do everything we can to prevent it.
I also recognize that the member has introduced a private member's bill. I look forward to continuing my conversations with her. I look forward to reviewing the private member's bill in detail to see how we can continue with the objective of ensuring that victims of sexual assault are treated with respect and dignity.

Mr. Speaker, the Liberals have always supported the various bills introduced by the NDP regarding the bilingualism of Supreme Court judges. However, now that they are in government, they have changed their minds. They are not going to support my bill. The Department of Justice supposedly told them that they cannot take action. Nevertheless, many experts have clearly indicated that the government's argument does not hold water. Parliament can legislate on this matter.
Will the Liberals show some transparency and release the legal opinions they are relying on to justify their inaction?
