Pursuant to Standing Order 39(7), Mr. Lamoureux (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the returns to the following questions made into Orders for Return:
Q-2323 — Ms. Blaney (North Island—Powell River) — With regard to the annual review of eligibility for the Guaranteed Income Supplement (GIS) implemented by Employment and Social Development Canada (ESDC) since 2016: (a) what is the average cost of the reviews, broken down by (i) year, (ii) category of client; (b) how many planned full-time equivalents (FTEs) are assigned to review GIS eligibility; (c) what is the branch responsible for these reviews; (d) for the branch in (c), (i) what is its annual budget, (ii) what is the number of FTEs in the branch; (e) how many of the FTEs in (d)(ii) are working as a (i) Program and Services Delivery Clerk (ii) Service Canada Benefit Officer; (f) other than the ones listed in (e), what are the other job titles where the employee is responsible for reviewing eligibility for the GIS; (g) of the clients who undergo reviews and have their benefits suspended, (i) how many have their full benefits (the same amount, adjusted for any increases) reinstated after the review, (ii) how many have their benefits reduced after the review, (iii) how many have their benefits increased after the review, (iv) how many are deemed ineligible to for the GIS after the review; and (h) has the government ever studied the cost-benefit analysis in reviewing GIS eligibility, and, if so, what are the details of this study? — Sessional Paper No. 8555-421-2323.

Q-1977 — Ms. Blaney (North Island—Powell River) — With respect to the Canada Revenue Agency (CRA) and the Guaranteed Income Supplement (GIS) for the period since January 1, 2017: (a) how many seniors 75 and older get GIS in Canada; (b) how many eligible seniors 75 and older are not receiving the GIS; (c) how many seniors 75 or older receiving the GIS have their benefits temporarily or permanently suspended pending a CRA investigation; (d) for what reasons does the CRA suspend a GIS benefit, and what is the breakdown of the numbers of cases for each reason; (e) how many of the seniors 75 and older, who had their benefits suspended, had them reinstated later; (f) what is the average length of time for the reinstatement of the benefits mentioned in (e); (g) following the reinstatement mentioned in (e), is a retroactive payment made for the unpaid GIS; (h) if the answer to (g) is affirmative, is it a lump-sum payment; and (i) did the CRA ever have cases where benefits were paid during an investigation to determine the continued eligibility? — Sessional Paper No. 8555-421-1977.

Q-1593 — Ms. Blaney (North Island—Powell River) — With regard to automatic enrollment for the Guaranteed Income Supplement (GIS): (a) were all local Service Canada employees sent a memo regarding the automatic enrollment; (b) if the answer to (a) is affirmative, what were the details of the memo; (c) if the answer to (a) is negative, why not; (d) what instructions and training did Service Canada employees receive in the months leading up to the automatic roll out of the GIS; (e) as of January 2018, how many new seniors are eligible to access (i) Old Age Security (OAS), (ii) GIS; (f) of those new eligible seniors in (e), how many were automatically enrolled and what are the reasons others who are eligible were not enrolled; (g) as of January 2018, how many letters have been sent out to seniors indicating they will automatically receive (i) OAS, (ii) GIS; (h) how many seniors automatically received their (i) OAS, (ii) GIS; (i) as of January 2018, how many seniors had to manually apply to (i) OAS, (ii) GIS; (j) what were the reasons for those seniors to manually apply to (i) OAS, (ii) GIS; (k) how many eligible seniors in Canada are not enrolled in (i) OAS, (ii) GIS; (l) has the government identified the reasons for this gap in (k); (m) is the automatic enrollment expected to reduce this and by what percentage point; (n) will the government automatically enroll all seniors currently eligible for the GIS and, in the affirmative, (i) what is the timeline for implementing this, (ii) how many seniors were not aware of their eligibility to the GIS program in 2017; (o) is the automatic enrollment in function of the Canada Revenue Agency (CRA) information; (p) is this in correlation the previous year’s income; (q) will filling income tax be necessary to be a recipient of automatic enrollment process; (r) if any, what are the exemptions, broken down by (i) health reasons, (ii) others; (s) how many seniors are expected to not be automatic enrolled due to missing CRA information; and (t) are there any identified groups of people that will be impacted due to their missing CRA information and, in the affirmative, how will Employment and Social Development Canada address this? — Sessional Paper No. 8555-421-1593.

Q-1163 — Mrs. Vecchio (Elgin—Middlesex—London) — With regard to the January 1, 2017, policy clarification to the interpretation to eligibility criteria for the Guaranteed Income Supplement (GIS) Involuntary Separation Provision: (a) did the government perform a Gender-Based-Analysis Plus (GBA+) when the policy clarification for GIS involuntary separation was being considered and, if not, why not; (b) if the answer to (a) is affirmative, what was included in the GBA+ of the decision and was a policy consideration checklist done as a mandatory component of the Memorandum to Cabinet development as part of the Government’s Action Plan on Gender-based Analysis (2016-20) and, if so, what was included on that checklist; (c) if the answer to (a) is affirmative, what was the conclusion of the GBA+ concerning how the policy clarification will impact men, women, and those with other intersecting identities (including but not limited to race, ethnicity, geography, physical or mental disabilities, sexual orientation, education, religion); (d) if the answer to (a) is affirmative, did the GBA+ analysis conclude that the January 1, 2017, policy clarification for the involuntary separation provision for GIS will equally impact men and women and those with other intersecting identities; and (e) if the answer to (d) is negative, inconclusive, or unavailable, why was the policy clarification issued despite being in contravention of the government’s commitment to make GBA+ a key competency in support of the development of effective programs and policies for Canadians? — Sessional Paper No. 8555-421-1163.
