Mr. Speaker, this week is Gender-based Analysis Plus Awareness Week. This is an opportunity for us as parliamentarians to learn more about GBA+ and its contribution to gender equality.
Recognizing and addressing the different ways government decision-making affects various groups of people is key to achieving gender equality. Can the Minister of Status of Women tell this House what the government is doing to enhance the implementation of GBA+ across federal departments?

Mr. Speaker, my hon. colleague knows, as we all do, that the impact of government decisions is felt differently by Canadians, depending on a variety of factors, including where they live, how they identify and/or their official language of choice. Our government relies on GBA+ to assess and mitigate for any differential impact, and our approach is working. The economy is growing, and we are advancing equality.
This week, at the GBA+ Forum, our government will be sharing our successes and looking for ways to further collaborate with leaders from across sectors so that together we can grow the middle class and support those working hard to join it.

Mr. Speaker, egregious language errors continue to appear on the French versions of the government's websites, a problem that appears to be getting worse. This time it is the Parks Canada and Revenue Canada websites that are riddled with poor translations. Here is an example. Imagine wanting to go to a park this summer where the hours of operation are from “1
er
juillet au 4 septième”, or “July 1 to Seven 4”.
It is unbelievable. The French language is not a language for Google Translate; it is an official language in its own right and must be respected. The Minister of Public Services and Procurement promised to fix this problem.
When will she take action?

Mr. Speaker, we are committed to restoring the Translation Bureau's good name. We have made significant investments in the Translation Bureau. We just appointed a chief quality officer and we are creating important partnerships with universities, students, and others, in order to meet future HR needs. Obviously, language errors in the French or the English versions of government websites are unacceptable. We are committed to correcting them and that is what we will do.

Mr. Speaker, Air Canada flight attendants have filed complaints against the airline for sexual harassment and discrimination. Although the airline claims it has zero tolerance for harassment, it has outright denied these claims. Air Canada now asks female attendants to wear dress uniforms in order to show more cleavage and it told one gay flight attendant to stop prancing. Air Canada even dictates the colour and type of underwear flight attendants can wear. This is disgusting. This is unacceptable.
What is the government going to do to ensure that anti-harassment policies are both adopted and followed by Canadian industries?

Mr. Speaker, the member well knows that all members in the House believe that harassment of any type is unacceptable in the workplace or anywhere. We put forward Bill C-65, which is legislation that would cover the Parliament Hill precinct and all federally regulated workplaces. The legislation is currently in committee and we are accepting some amendments from all parties. It is going to be a strong piece of legislation.

Mr. Speaker, André Dionne, a federal public service manager from Montreal, will be in Federal Court tomorrow as part of his lawsuit to uphold his right to work in French, a right that has been trampled throughout his career. This is a violation of Bill 101 and is also a violation of Canadian law, as the Commissioner of Official Languages found eight years ago. This is the price Quebec has to pay for being subject to the Canadian system.
Will the minister enforce employees' right to work in French at Canadian institutions in Quebec?

Mr. Speaker, we know that harassment and sexual violence are simply unacceptable.
This week our government took the very first step toward making our workplaces and federally regulated industries and Parliament Hill free from harassment and sexual violence. No government, however, can eradicate harassment and sexual violence alone. We live in a culture, especially here, where power imbalances and gender norms create tolerance for these unacceptable behaviours. I look forward to working with everyone, here and throughout the federally regulated sectors, to ensure that all Canadians are safe at work.

Mr. Speaker, I thank my colleague from Nickel Belt for his question.
Our government has made conducting GBA+ mandatory. This work laid the foundation for the first gender statement in a federal budget in 2017. This is important because in order for Canada to reach its full potential, we need to ensure that all Canadians across genders and intersecting identities are included in our discussions and in our decisions. I encourage all my colleagues to follow the lead of the status of women committee, earn their certificates online, and use the work of GBA+ in their committee work.

Madam Speaker, in Quebec there is consensus about the separation of church and state. However, that is not the case here.
This week, the House of Commons welcomed Caliph Ahmad. To mark the occasion, some non-Muslim Liberal members wore the veil. Furthermore, there was a call to prayer right here in Centre Block.
While Quebec is debating the secularism of institutions, the House of Commons is morphing into a place of worship.
Have we not clearly established the separation of state and religion?
Once and for all, could we please affirm secularism in institutions, starting with Parliament?

Mr. Speaker, again, the Liberal government is being lax on an issue involving official languages.
Last week, the Commissioner of Official Languages expressed concern over the situation at Parks Canada, which is struggling to provide services in both official languages, French and English, equally. What is more, we are still waiting for a response from the government about the level of bilingualism of the RCMP officers on the Hill.
When is the minister going to enforce the Official Languages Act?

My colleagues are working hard on matters pertaining to official bilingualism in this country. We are drafting an action plan for Canada's official languages for 2018-2023.
As far as Parks Canada, the RCMP, and our whole-of-government approach to official languages are concerned, we are working on it and will continue to strengthen standards throughout Canada.

Mr. Speaker, 20 years ago, the Liberal government promised that Canada would use gender-based analysis for all programs, policies, and laws. However, two Auditor General reports found the little done was piecemeal and inadequate. As the Auditor General said, a major barrier was lack of mandatory requirements.
Women's equality cannot be left up to the whims of any government or cabinet. Therefore, will the government introduce legislation before the end of 2016 to make gender-based analysis a mandatory requirement across all of the Government of Canada?

Mr. Speaker, it was my extreme pleasure to see that well over 1,000 parliamentarians, staff members, and bureaucrats took part in the gender-based analysis competition that we had just a few weeks ago, and received their certificates. It is a fantastic indication of the interest in gender-based analysis.
We take this very seriously. It is an important tool of the government to ensure we have equity woven throughout our programs and policies. We will be working very carefully to ensure we strengthen that capacity.

Mr. Speaker, gender-based analysis within the federal government is nothing new. In fact, a Liberal government committed to introducing it in 1995. It is now 2016, which means we have been waiting for over 20 years. For 20 years, the departments have been making decisions without having to systematically consider the impact they would have on women.

Mr. Speaker, yesterday the chair of the public accounts committee tabled “Report 11: Chapter 1, Implementing Gender-Based Analysis, of the Fall 2015 Report of the Auditor General of Canada”. In this unanimous report, our committee recommends that by April 1, 2017, gender-based analysis be made a mandatory requirement for all federal departments and agencies.
Given that both government and opposition members support this report, will the government commit today to implement the committee's recommendation on mandatory gender-based analysis?

Mr. Speaker, on that note, during the election campaign, the Prime Minister and the Liberal Party campaigned to get rid of certain anti-terrorist measures that the Conservatives brought in to disrupt and prevent terrorist networks. Our security forces have now said that they have used these tools successfully to disrupt terrorist activity here in Canada.
