Mr. Speaker, it is indeed a sad day. I know that we will have an opportunity to pay tribute in an hour or two, but I too would like to pass on condolences to Diane Warawa, the children, the grandchildren and all of Mark's family. It is a very sad day for the House.
I am presenting a petition on behalf of the Elizabeth Fry Society. A few hundred Canadians are adding their names to the tens of thousands who have tabled petitions in the House so far. The petition calls on the Government of Canada to extend benefits and allowances to children who are in irregular situations. In a case where a parent is incarcerated or homeless, or the child is being raised in foster care, the children do not have the right to access the same benefits and allowances other children do. This contravenes the United Nations Convention on the Rights of the Child.
Tens of thousands of Canadians have written to Parliament in this regard. To date, the government's response has not been satisfactory. We are hoping the government will table a comprehensive response and end the discrimination so that all children can benefit from the benefits and allowances available from the federal government.

Mr. Speaker, I am pleased to present hundreds of additional names to the tens of thousands of Canadians who have petitioned the government over the last few months. This petition has been sponsored by activists from the Elizabeth Fry Society, and we thank them for their activism.
What the petitioners are asking for is very simple. Irregular situations mean that so many children in Canada do not have access to the programs and services that other children have access to. The Canadian government has a responsibility, under the UN Convention on the Rights of the Child, to make sure that discrimination is eliminated.
To this point, the government has not provided an adequate response to this petition and to the requests from activists across the country that all children be treated equally and have a right to the same benefits in Canada.

Mr. Speaker, it is a pleasure for me to present a petition on behalf of dozens of residents of New Westminster, Burnaby and Vancouver, British Columbia. The petitioners are joining their voices to the thousands of Canadians who have signed petitions thus far.
The petition was initiated by the Elizabeth Fry Society of Greater Vancouver and sponsored by the Elizabeth Fry societies across Canada. The Elizabeth Fry Society in New Westminster is celebrating its 35th anniversary. All of them are calling on the Government of Canada to end discrimination against children in irregular situations.
As members know, for a wide variety of irregular family situations, a parent may be incarcerated or homeless or the child may be raised in a foster home, there is no provision in government services to ensure that all the benefits that normally go to other children in the country go to those children.
The petitioners therefore call on the Government of Canada to meet the criteria of the United Nations to recognize the barriers that exist in its own direct payment process to family systems and ensure that all children benefit equally from these benefits.

Mr. Speaker, it is my pleasure to present, on behalf of Elizabeth Fry Society activists across the country, a petition with several hundred names from New Brunswick.
The petitioners, joining thousands of other Canadians, request that the Government of Canada recognize the barriers that exist within their own direct payment system. The federal government currently discriminates against children who are in irregular family situations, irregular meaning their parents may be homeless or incarcerated. They may be being raised by extended members of the family.
The petitioners from Elizabeth Fry Society request, which celebrates its anniversary this week, that discrimination end when it comes to the Canada child benefit and all special allowances for all children.
As my colleagues know, the Elizabeth Fry Society does good work across the country. I am very happy to present this petition that would end discrimination against children in all its forms in federal government services.

Mr. Speaker, it is my pleasure to table a petition today, with more than 1,000 signatures, which joins the over 5,000 signatures received in the House so far and over 500 signatures received online, on the issue of children's rights in Canada.
Today is Universal Children's Day, and Canada has signed the United Nations Convention on the Rights of the Child. However, a number of government programs, including housing first and the Canada child benefit do not apply equally to all children across the country. Children who are in marginalized situations, with homeless or incarcerated parents, do not have access to the same programs.
Therefore, on behalf of these many constituents and the Elizabeth Fry Society, I table this petition today.

Mr. Speaker, it is a pleasure for me to introduce in the House a petition signed by over 3,000 petitioners from the length and breadth of British Columbia. Added to it will be several thousand other names today.
Many of the petitioners are activists for the Elizabeth Fry Society and they are seeking to end the discrimination that currently exists in federal programs for children whose parents are either homeless or incarcerated. As we know, the Canada child benefit and the homelessness partnering initiative currently do not provide the same supports for children whose parents are incarcerated or homeless. The petitioners are asking the federal government to end that discrimination and provide benefits to all children and special supports as well for children who are in unusual living situations because their parents are either homeless or incarcerated.
On behalf of these 3,000 petitioners, I am asking Parliament and the government to change a situation that disadvantages children who end up in unusual situations because their parents are either homeless or incarcerated.
