Mr. Speaker, I have another 50 or so signatures to add to the 3,792 signatures on last week's petition calling for a public inquiry into the Lac-Mégantic tragedy.
This petition is not just about the Lac-Mégantic tragedy. It is about all aspects of rail safety. Decades of deregulation and privatization have jeopardized rail safety across the country.
Petitions are a way for citizens to make their voices heard. There are other ways. A documentary series about the Lac-Mégantic tragedy is in production. We will not give up.

Mr. Speaker, I am very pleased to present a petition calling for a public inquiry into the Lac-Mégantic tragedy and the rail system as a whole.
Last week, the minister was talking about a conspiracy theory, but the petition was signed by 1,592 people online, and I have more than 2,000 signatures here. In addition, the Town of Lac-Mégantic adopted a resolution a few years ago, and the National Assembly of Quebec adopted a unanimous motion.
All of these people want to get to the bottom of what happened because a number of questions remain unanswered. For example, who writes rail companies' regulations? Are there enough inspectors? Is there a law requiring companies to install more hand brakes? Why is the number of rail accidents on the rise?
Those are just a few of the many questions. A public inquiry into the Lac-Mégantic tragedy and rail safety is essential to ensuring an accident like that never happens again.

Mr. Speaker, yesterday the people of Lac-Mégantic called for a public inquiry into the 2013 rail disaster. The minister told them that they were spreading conspiracy theories. The fact that 47 people were burned alive in Lac-Mégantic is not a conspiracy. In February there were three deaths in a similar accident in British Columbia; that is not a conspiracy. The increase in rail accidents since the tragedy in Lac-Mégantic is not a conspiracy.
Will the minister retract his statements, stop insulting the people of Lac-Mégantic and order a public inquiry into rail safety?

Mr. Speaker, yesterday, the Minister of Transport dodged my question about a possible public inquiry into the Lac-Mégantic tragedy by claiming that the people of Lac-Mégantic were not interested.
The very same day, however, the Coalition des citoyens et organismes engagés pour la sécurité ferroviaire de Lac-Mégantic was on the Hill calling for that very commission of inquiry.
The minister is correct when he says the people of Lac-Mégantic do not want to relive the events of five years ago. They want to prevent such a tragedy from happening again.
Will the minister listen to the people of Lac-Mégantic and order a truly independent public inquiry?

Mr. Speaker, after a meticulous investigation, researcher Bruce Campbell confirmed that justice was not served for the victims of Lac-Mégantic. None of those responsible for the tragedy were sanctioned, and on top of it all, Mr. Campbell indicated that the original version of the Transportation Safety Board's report, which was very critical of the government, was doctored and watered down before being released, all because of political pressure from the Department of Transport, the industry and the government.
Can the government confirm whether there was political interference in the TSB's report, and will it release the original reports?

Mr. Speaker, it is very serious because the people of Lac-Mégantic are calling for a public inquiry. People died, lives were ruined, but all this government thinks about is its partisan interests.
According to Mr. Campbell, the Transportation Safety Board is definitely not independent because the government and the railway industry are putting pressure on it to make sure its reports do not blame them.
If the government has even the slightest amount of compassion for the victims of Lac-Mégantic, it will start taking this seriously.
When will the government finally give the Lac-Mégantic victims real answers by launching a truly independent public inquiry?

Mr. Speaker, there is no shortage of commissions of inquiry at the federal level. There have been some on light topics, such as the saltfish trade and horse racing. There have been some on tragedies like the Air India terrorist attack. However, the government refuses to launch one on the worst rail disaster in Canadian history, which killed 47 people in Lac-Mégantic.
I will ask again. Will the Prime Minister order a commission of inquiry into the Lac-Mégantic tragedy and the lax rail transportation regulations?

Mr. Speaker, this summer was the fifth anniversary of the Lac-Mégantic tragedy that claimed the lives of 47 people, yet rail transportation is no safer now than it was then. It is even more dangerous, in fact, and that is because the federal government lets transportation companies self-regulate at the expense of public safety.
This being Rail Safety Week, will the Prime Minister heed the National Assembly's call for an inquiry into the circumstances of the Lac-Mégantic tragedy and problems with rail transportation regulation?

Mr. Speaker, two years ago the Minister of Transport said that rail safety was his top priority. Two years later, that does not appear to be the case. Lac-Mégantic still does not have a bypass, the rail infrastructure in many communities looks like it dates back to the 19th century, and ticking time bombs are rolling through our streets, our lands, along our rivers, and in our towns and cities.
Is the minister asleep at the switch? Is he waiting for another tragedy before he changes the rules surrounding transportation safety?

Mr. Speaker, three years have gone by since the rail disaster in Lac-Mégantic. The people there are still waiting for a rail bypass so that they can rebuild their town with peace of mind.
However, Aecom is proposing that the track follow the same route as before, right through the downtown core, or that a bypass be built over the next 10 years. Both of those options are unacceptable.
The Prime Minister promised to get the bypass built. He even signed a petition in that regard. Will he keep his word and work to get the bypass built as quickly as possible?

Madam Speaker, during his speech, the Parliamentary Secretary to the Minister of Agriculture and Agri-Food, who is also the member for La Prairie, talked about how proud he is that the Canadian Railway Museum is in his riding.
The Canadian Railway Museum should probably add a new exhibit, given the accident that occurred in Lac-Mégantic a few years ago.
I would like to know whether the government intends to eliminate the use of the DOT-111 cars, the infamous bombs on wheels, increase the number of inspections, and improve rail safety. If so, who will pay for all of this, taxpayers or the railway companies?
