Mr. Speaker, aluminium is not just about producers. There are almost 1,400 businesses, mostly SMEs, in the processing sector throughout Quebec that may not be able to absorb a 10% American tariff in the medium term. The government said that it would be there for workers. If that is the case, it needs to act now and not wait until workers have lost their jobs.
What does the government intend to do? What is its plan for aluminium processors?

Mr. Speaker, last Sunday on NBC, the Prime Minister said that he was ready to show some flexibility on supply management.
With last week's news that he had hired an adviser who is in favour of abolishing supply management, dairy producers are extremely worried. I have two questions for the minister.
What does showing flexibility on supply management mean, exactly?
Can the government confirm that an adviser who is in favour of abolishing supply management was hired?

Mr. Speaker, we all know that G7 protests are inevitable, but we hope that they will be peaceful.
We also all know that vandalism could occur, but the government has not made any plans in that regard. The government expects residents and businesses to get their insurance to cover the cost of any damage. Canadians should not have to foot the bill for G7-related property damage. They should not have to pay deductibles or premium increases.
Will the government immediately commit to compensating any victims of G7-related vandalism?

Mr. Speaker, Global Affairs Canada has told farmers not to spread manure during the G7. Once again, Ottawa does not understand the regions.
Here is how it works. Farmers have only until June 15 to finish planting their crops, but they have to spread manure before planting. These farms produce the food that the ministers from the big city will find on their expensive menus at the G7. That is what happens when events take place in rural areas. The scenery is beautiful, but people are hard at work.
Does the government realize that its directive is unrealistic?

Mr. Speaker, to make the Trans Mountain pipeline expansion happen, the government is assuming all the risk and paying for everything. If the bill contravenes any provincial laws, Ottawa pays. If Ottawa does not have the jurisdiction required to force this project down Canadians' throats, Ottawa pays. If the project proponent falls behind, Ottawa pays. If the proponent backs out altogether, Ottawa pays again and buys the pipeline. Basically, private enterprise pockets the profits, and the government piggy bank assumes all the risk.
Can the minister tell us how much this venture is going to cost Quebeckers?

Madam Speaker, we all know that bees play a key role in biodiversity, but bee populations are currently being decimated by commonly used insecticides called neonicotinoids. In fact, 233 scientists from around the world are urging countries to ban neonicotinoids. Just yesterday, the government decided to allow the continued use of imidacloprid, the most common neonicotinoid. Now it has decided to launch consultations. Rather than take action, the government is going to hold consultations, but 233 researchers and 34 different countries have already weighed in. Is that not a consultation?
When will the government listen to scientists instead of chemical companies?

Mr. Speaker, on April 26, The Canadian Press reported that Ottawa was late in delivering its promised plan for triaging asylum seekers. On April 18, the minister had promised that the plan would be released within a few days. Then, the government said it would be out in a few weeks. Now it says it will be a few months.
Does the minister realize that while he plays around, killing time, asylum seekers continue to pour in every day through Roxham Road?

That's just it, Mr. Speaker. The government is talking and waiting, but meanwhile things are simply not working.
The government is saying that the triage plan is being held up by the election in Ontario. What will the Liberals' excuse be once the election is over? Will asylum seekers stop coming through Quebec because there is an election in Ontario? When the election is over, will the Liberals blame the delay on the Saint-Jean holiday, the construction holiday, the election in Quebec, or the Christmas holidays? What will their excuse be?
We need a triage plan now. Is that so hard to understand?

Mr. Speaker, am I dreaming, or did the government just shove a pipeline down our throats? That is a most bitter Kinder Surprise, indeed.
Who did the Minister of Finance consult before deciding to use $4.5 billion of our money to buy himself a pipeline? That is utterly ridiculous.
Where in its platform did the Liberal government say it would nationalize a dirty oil pipeline? What is next? Nationalize Enbridge? Nationalize energy east?
The government needs to do the right thing and backtrack on this.

Mr. Speaker, since early 2018, more than 7,000 irregular asylum seekers entered Quebec. We thought the problem was the safe third country agreement, but now we know that the real problem is the minister. He does not have a triage plan or a plan to amend the agreement. The processing delays are never-ending, and the boss is asleep at the wheel.
Will the Prime Minister help resolve the migrant crisis by finally appointing a minister who will do the job properly?

Mr. Speaker, the Minister of Immigration was so busy preparing for his sightseeing trip to Nigeria that he did not even know that asylum seekers in Plattsburgh were being given instructions on how to cross the border illegally.
Rather than playing tourist, can the minister ensure that the safe third country agreement applies to all of our borders?
The safe third country agreement needs to be enforced at Roxham Road and everywhere else along our border.

Mr. Speaker, while Her Excellency the Right Honourable Michaëlle Jean parades around gilded halls eating petits fours, La Francophonie is sinking into insignificance. La Francophonie is a great institution that promotes cultural diversity and international co-operation, combats homogeneity, and develops our language. It is also the only institution, the only international organization of states, of which Quebec is a member. Transforming this institution into a lounge for Her Excellency will suffocate it. Quebec's voice will be drowned in champagne and caviar.

Mr. Speaker, Montrealers were unwittingly subjected to brainwashing experiments funded by Ottawa and the CIA as part of Project MKUltra. That is not science fiction. Those experiments really happened at the Allan Memorial Institute between 1957 and 1964. Despite denying all responsibility, the government is making all kinds of out-of-court settlements with families that launch legal action on behalf of the victims.
Rather than force families to take their cases to court, will the government publicly apologize and compensate all those hundreds of families?

Mr. Speaker, asylum seekers arriving in Plattsburgh are given instructions on how to cross the border illegally. One pamphlet tells them how to get to Roxham Road, how much a taxi costs, who to contact in Montreal and what to expect. The minister has known all of this for weeks. What did he just tell us he did? He made a phone call. I am impressed by such vigorous action that will make all the difference.
Does he take us for fools?

Mr. Speaker, Ottawa is preparing to take in more asylum seekers and the Americans are preparing to send them to us, but never through legal channels. The government still refuses to suspend the safe third country agreement between Canada and the United States.
Instead of encouraging illegal entries, and instead of going off to Africa, can the minister show some backbone and go to the United States to fix the problem with the American authorities?

Mr. Speaker, the National Assembly is unanimously calling for a single-tax system in Quebec to save Quebec taxpayers time and money, but the government has refused to implement such a system because too many jobs would be lost. This confirms what everyone already knows: there is a duplication of work.
This is costing taxpayers $500 million a year, not counting the $150 million Quebeckers pay every year to file a second, useless tax return. It is time to put an end to this waste of money.
Will the government allow Quebec to collect all taxes?

Mr. Speaker, we know that the Liberals do not care about the expense, but $500 million for a duplication of services is a waste of money and a waste of human resources.
The minister or her parliamentary secretary could loan those employees to payroll services, which seems to need all the help it can get because of Phoenix. They could have those employees investigate companies that are running schemes to hide their money in tax havens. They could have those employees register all the most vulnerable seniors for the guaranteed income supplement.
Why are the minister and her parliamentary secretary insisting on throwing taxpayers' money out the window against the unanimous will of Quebec?

Mr. Speaker, this government seems to be getting a high from the disputes between Quebec City and Ottawa. We saw this again yesterday on the cannabis file. The National Assembly is unanimously calling on Ottawa to respect Quebec's independence when it comes to regulating cannabis, and this government could not care less. Today the Minister of Health and the Minister of Justice made matters worse by preaching to the Quebec government in the newspapers. Come on.
Rather than fuelling the dispute, could the government show some respect and recognize that Quebec is entirely within its right to regulate within its borders?

Mr. Speaker, we all know why this is called question period and not answer period. The federal government is already downloading the financial burden associated with legal cannabis, taking a huge portion of the taxes, and imposing its own deadline, so is that not enough? Apparently not. When the National Assembly asks for a modicum of respect, this government responds by sending two of its ministers to taunt us in the papers. It is sad to see my colleagues from Quebec endorsing this condescension.
Will the rest of the cabinet put Cheech and Chong in their place?

Mr. Speaker, a year later, it is clear that the government is really just winging its response to the migrant crisis.
There is a backlog of 53,000 applications. It will take two and a half years to process them all, assuming that no further applications are submitted after today. The government's solution is to fly to Nigeria and tell people that 90% of claimants will be turned away. What a clever idea.
Is that the new magic solution for fixing the migrant crisis?

Mr. Speaker, on January 28, 2017, the Prime Minister was taking action too. He sent out a tweet that said, “To those fleeing persecution, terror & war, Canadians will welcome you, regardless of your faith.” Since then, Quebec has had its hands full.
Could the Prime Minister at least edit his tweet to say “To those fleeing persecution, terror & war, be aware that 90% of you will be denied asylum”?

Mr. Speaker, the Minister of Public Safety and Emergency Preparedness announced the construction of new facilities in Lacolle to alleviate the current pressure on Quebec's resources.
We understand that Ottawa is expecting the arrival of large numbers of irregular refugee claimants. The government's solution is to build a temporary village until these people end up settling permanently in Montreal. None of the measures announced this morning do anything to solve the problem.
When will the government come up with a real plan to ensure respect for our borders and keep them secure, particularly in Quebec?

Mr. Speaker, yesterday in the media, the Competition Bureau responded to our request to investigate gas prices. The Bureau talked about a conspiracy and asked the public to submit evidence. When officials ask the public for help then it is clear that a real investigation is needed.
Yesterday, the parliamentary secretary told us that he would monitor the situation, but we are asking the minister to do his job and call for an inquiry.

Mr. Speaker, the Minister of Innovation, Science and Economic Development is the only person who has the power to order the Competition Bureau to investigate, and that is what we are asking him to do.
Oil companies are certainly not the ones wondering if the price of gas will ruin their vacation plans. Compared to last year's numbers, Esso's profits jumped by 55%, Valero Energy's by 27%, and Suncor's by 22%. Meanwhile, Quebeckers will once again get a nasty surprise at the pump just in time for Saint-Jean and the construction holidays.
I am asking the government to stand up for people instead of oil companies for once. Is that too much to ask?

Mr. Speaker, the Prime Minister did not care one iota about Quebec's opinion on the legalization of cannabis. He did not care one iota when he imposed the implementation date and the rules for growing cannabis at home.
The same goes for health transfers, the Netflix deal, tax havens, and so forth. Open federalism merely means that Quebec must be open to the will of the Prime Minister.
Will the Prime Minister's response to Quebec's demands always be fuddle duddle?

Mr. Speaker, spring is finally here. The days are getting warmer, people's minds turn to their vacations, and we see the return of a phenomenon that is wholly without scientific basis: when the mercury rises, so does the price of gas. Nobody can discern a causal link between the two, but they inevitably rise together, peaking just before summer break.
In the face of such a mystery, some suspect the oil companies of scheming to raise the price of gas.
Will the Minister of Innovation, Science and Economic Development order the Competition Bureau to investigate gas prices?

Mr. Speaker, of course the Liberals are aware of this.
Anyone can ask the Competition Bureau to investigate gas prices. However, only one person can order it to do so and that is the Minister of Innovation, Science and Economic Development.
Every year, oil companies conspire to pick our pockets. Every year, we ask the federal government to step in. Every year, the federal government leaves Canadians high and dry.
Today, we wrote the minister demanding that he take responsibility.
Will the minister finally order an investigation into the eminently suspicious process of gasoline pricing?

Mr. Speaker, when the minister made promises to Quebec about the migrant crisis, he was clearly making things up as he went along. The minister assumed that Ontario would help triage the asylum claims, but the mayor of Toronto said no, since their shelters are overloaded as well. Twelve days after the minister made his promise, nothing has budged. We are not talking about a backlog of cases. We are talking about people in need who responded to the Prime Minister's irresponsible invitation.
