After a year of higher temperatures and more floods and forest fires, people across the country are feeling the effects of climate change. The decision to approve the Trans Mountain expansion is not going to help people deal with climate change.
The Liberals are spending more than $10 billion to expand a pipeline. Why are the Liberals not investing this money in green initiatives to build a secure future for generations to come?

Mr. Speaker, that is a ludicrous proposition, given that no profits are going to be made in this project.
The race to the bottom with this pipeline, between the Liberals and Conservatives, is taking us in the wrong direction. Instead of ending fossil fuel subsidies, the Prime Minister is buying pipelines. Instead of legally binding emissions targets, the Prime Minister is continuing with Stephen Harper's targets. Instead of building a new relationship with indigenous communities, the Prime Minister has stuck with grand symbolism. New Democrats are proposing a better way.
Why is the Prime Minister refusing to protect coastal communities, indigenous communities and our environment?

Mr. Speaker, I can summarize the Liberals' position on the environment. On one day, they pass a motion recognizing a climate emergency, and then on the very next day, they approve a pipeline. That is the government's track record.
The Liberals will dramatically increase our emissions, threaten coastlines and disrespect coastal and indigenous communities. The new hearings failed to look at the impact of climate, and they failed to meaningfully consult.
Why is the Prime Minister refusing to back up symbolic gestures with concrete actions to defend our environment?

Mr. Speaker, that is a pretty low bar to set when we have the Harper Conservatives to compare with.
Indigenous and coastal communities vehemently oppose this project. Tanker traffic will increase nearly sevenfold. The risk of spills will increase considerably for those living on our coasts. The Prime Minister is ignoring those very valid concerns. We need to take decisive action to protect our environment.
How can the Prime Minister tell people that approving this pipeline will protect our environment, when that is not the case?

Mr. Speaker, the Prime Minister's symbolic gestures do not match up with his actions. He promised change, but four years later medicine is still unaffordable, corporations are still avoiding billions in taxes, Canadians are still paying sky-high cellphone bills, and people still cannot afford to find a place to live.
The Liberals are buying pipelines and still using Stephen Harper's climate targets.
I believe better is possible. Why do the Liberals keep trying to convince Canadians that they have to settle for less?

Mr. Speaker, the Prime Minister presents a symbolic motion on the environment one day and approves a pipeline expansion the next. This pipeline will only make climate change worse. This decision shows that the Liberals are not taking the emergency seriously and do not respect the rights of indigenous peoples.

Mr. Speaker, Canadians are facing soaring temperatures, forest fires and flooding. Canada should be a leader on climate innovation. Canada should be ending our subsidies to fossil fuels. Instead, the Liberals are purchasing pipelines. They are continuing to maintain Harper's targets. They are continuing to subsidize fossil fuel sectors.
We believe there is a better way. The Liberals believe there is better symbolism. When will the Prime Minister finally respect indigenous communities, coastal communities and defend our environment?

Mr. Speaker, continuing on the theme of symbolism, the Prime Minister is great at grand symbolic gestures, but always fails when it comes to helping people when it counts.
Millions of Canadians do not have an affordable place to live and they make difficult choices every day, between buying their groceries or paying their rent. Now the PBO confirms what Canadians have known all along, that instead of increasing the amount of funding for housing, the Liberal government has cut it by one-fifth.
When will the Prime Minister stop making excuses and actually build, which is our plan, half a million new affordable homes for Canadians?

Mr. Speaker, the PBO's reports are clear and prove what we have been saying for months: the Liberals are not creating the housing that people need. This Prime Minister is very good at making symbolic gestures, but he is not there for the people when it counts. Canada is in the midst of a housing crisis that affects all regions of the country.
When will the Liberals get serious and help people secure the affordable housing they need?

Mr. Speaker, members democratically elected to the House voted to pass a bill that would work towards reconciliation. The United Nations Declaration on the Rights of Indigenous People would be enshrined in Canadian law. That would improve the lives of indigenous people.
Members of the House also voted for a bill that would ensure that federal judges receive sexual assault training. That would improve the lives of sexual assault survivors.
These bills are now being held up in the unelected Senate. It is a travesty of our democracy.
What is the Prime Minister doing to ensure that the will of the people is defended and these bills are passed?

Mr. Speaker, the hon. member for Sherbrooke was approached by a man who said he was unable to pay for his three prescriptions. He could afford only one of the three and his pharmacist had to tell him which one was the most important. People like him have been waiting decades to have access to the medicines they need.
Are the Liberals going to keep catering to big pharma or will they stand by Canadians and finally bring in a publicly delivered universal pharmacare plan?

Mr. Speaker, yesterday's report confirms 40 years of commissions and studies. It confirms that Canada needs a single-payer, publicly delivered, universal, comprehensive pharmacare for all.
Afer four years, what does the Liberal government have to show? The answer is nothing. In fact, the Liberals have shown that they would rather help big pharma over people who have to make tough choices between medication and buying their groceries: tough choices that may mean they end up in hospital because they cannot afford their medication.
Why will the Liberals not do what is necessary? Why will they not get out of the way and let New Democrats implement a plan?

Mr. Speaker, the Liberal government continues to choose the richest people at the top over people struggling to get by. They chose big pharma and protecting its profits over people who cannot afford their medications. They chose to help big telecom and allowed it to gouge Canadians on their cellphone bills. They chose to help big polluters continue to poison our planet. They let the richest off the hook on taxes.
The reality is that the government does not care about people. Why is it that it continues to help the people at the top, the rich, instead of people working hard to get by?

Mr. Speaker, today, Dr. Hoskins came to the same conclusion many commissions have arrived at, namely that people need universal public pharmacare.
People are making impossible choices. They have to choose between paying rent and paying for their medication. They are cutting up their pills to make them last longer and not getting all their prescriptions filled.
To the NDP it is clear: we stand with Canadians and we will implement a universal pharmacare plan by 2020.
