This committee, over the years that I've been involved with it, has looked at issues of service delivery. A couple of comments that we've made have been dealing with the issue of being provided information from the moment you sign up and enlist. As you progress, that information is continually given to you as to what you can obtain if certain things should happen. As you progress, you continually learn that. Some of the recommendations that we've made in the past were to do with such information providing that service.
Do you see that as a value or do you see that as a hindrance?

So, there are some significant issues there for some folks, obviously, as they're transitioning.
I have a quick question, too, with regard to making things better for them so they don't come to the point where you're needing to help them.
We heard testimony earlier from the Veterans Transition Network. You're probably familiar with the services they provide.
How important do you think it would be to have those kinds of services actually be the priority as our members are looking at possibly facing the decision to no longer be part of their service at an earlier time?

Also, in the business world you communicate a great deal with your customers to find out if they're happy or not. Do we do that to the extent that we should with our armed forces and our veterans?

Good afternoon, and thank you so much for being here.
I have a few unique questions that come from conversations with veterans just last week in my office about the dynamics that they're facing. I'm not sure whether it fits into this or not, but one of the concerns is with service delivery and with medical services.
They have a card, an older card, that has all the information on it, and it is very clear about what services they receive and whatnot. Now veterans have a new card that has a strip on it, and that's what they're to give to get their medications or whatever. However, that card doesn't have anything on it that explains who they are or what they are. The card also requires a reader that the business must have to be able to provide for the veterans now.
Are you experiencing dynamics with that? There's a lot of frustration. Is this something you're familiar with or not, Mr. Mac Culloch?

J'ai quelques questions d'un tout autre ordre à poser. Elles me viennent de conversations avec des anciens combattants qui étaient justement dans mon bureau la semaine dernière. C'était à propos de la situation dans laquelle ils se retrouvent. Je ne suis pas certaine si cela a un rapport ou non avec le présent comité, mais une de leurs préoccupations concerne la prestation de services et les services médicaux.
Ils ont une carte, une carte plus vieille, où étaient inscrits tous les renseignements qui leur étaient nécessaires. Les services qu'ils recevaient étaient clairement définis et ainsi de suite. De nos jours les anciens combattants ont une nouvelle carte avec un code-barres. C'est ce qu'ils doivent présenter pour obtenir leurs médicaments ou tout autre service. Toutefois, rien sur cette carte n'explique qui ils sont ni à quels services ils ont droit. La carte requiert aussi un lecteur que tout commerçant doit avoir pour être en mesure de fournir des services aux anciens combattants.
Vous êtes-vous déjà mesuré à cette situation? Il y a beaucoup de frustration. Est-ce que c'est une chose avec laquelle vous êtes familier ou non, monsieur Mac Culloch?

Good morning and thank you very much for being here. I appreciate the role that you play, and how important it is for veterans to have this avenue of opportunity when they are turned down initially.
I have a question. First of all, when you were discussing—it's point number three in the handout we have from you—when the advocate and client feel there is merit in proceeding to a review hearing, what I'm hearing is that both the advocate and the client have to be in agreement to move forward to an appeal hearing. Is that what that's saying?

Point four, which may apply in the same way, states, “...sometime after the review hearing the client will receive the decision of the board. If the decision is unfavourable or partially unfavourable, there may be an opportunity to proceed to an appeal hearing....”
Again, “there may be”; what determines whether or not it does go forward?

En ce qui concerne le quatrième point, qui pourrait être traité de la même façon, vous indiquez ce qui suit : « quelque temps après l’audience de révision, le client recevra la décision du Tribunal — si elle est défavorable ou partiellement favorable, il peut être possible de demander une audience d’appel ... »
On trouve encore une fois la formulation « il peut être »; quels sont les critères pour aller de l'avant ou non?

Can you tell us what percentage of reviews would be medical—musculoskeletal, physical medicine, or psychiatric? Can you tell us what percentages you might see?

Correct me if I'm wrong. You said that when someone gets reviewed.... For example, earlier you mentioned someone who initially made an application where you assessed 20% of an injury, and they think it should be at 30%, so they come back to you and present to you. My understanding is that there would be two people who would review that process, correct?
Corrigez-moi si je me trompe. Vous avez dit que quand quelqu’un fait l’objet d’un examen… Par exemple, vous avez précédemment donné l’exemple d’une personne qui fait initialement une demande. L’évaluation donne un degré d'invalidité de 20 %, alors que la personne pense qu’il devrait être de 30 %. La personne revient et vous fait une demande. D’après ce que je comprends, deux personnes examineraient ce processus. C’est juste?

You've mentioned that of the people you've put in that process, 13 of your members have military, police, or health care service. If someone's coming in with tinnitus or with a physical medicine injury, how can that person feel that they're getting proper attention for the issue when the two across the way have police service and no medical background?

The impairment standards that are used, then, are basically set out by the board. Or are they predetermined? Are they provided for the two people who show up?
Les normes d'invalidité sont donc essentiellement établies par le Tribunal. Ou sont-elles plutôt prédéterminées? Sont-elles fournies aux deux personnes qui se présentent?

Okay, good.
You talked about your decisions that you make, and you analyze those decisions. Have you taken a look at it from all the decisions you've made? If you look at it scientifically and say, “Okay, this is our mean, this is our median, this is the most common type we see, these are repetitive strain injuries”, can you give us those percentages?

Let's say we're dealing with a trooper who's sitting and driving a tank all day long, and he's cramped in small quarters, bouncing around in a tank all day with poor suspension and banging his head on this and that while wearing a helmet, etc. When he finally comes out and has a car accident, how do you determine if it's because he's been driving around in the tank that caused his osteoarthritis, or it's the fact of the car accident that caused the osteoarthritis?
