Thank you, Mr. Chairman, and thank you to the presenters today.
I have to first of all say how much I appreciate the improved relationship we've had in the north in the last couple of years and the improved communications. I think it's really starting to show in the number of complaints that I've been receiving over the years. The minister stated quite clearly that the process has to be fair and equitable across the country. I think there's a lot of work to be done, and a lot of work has been done. It's my understanding that CRA has recently appointed a chief service officer. How is this appointment going to help in improving fairness at the CRA?

Je dois tout d'abord dire à quel point j'apprécie l'amélioration des relations que nous avons constatées dans le Nord au cours des deux dernières années ainsi que l'amélioration des communications. The previous government shut down the only office that existed in the north for CRA. I know when I first got elected, there were a number of complaints coming forward. I think it was a real challenge for many people to try to get the attention of the CRA through the process that was in place. I'm happy to see that there's been some progress in the communications and maybe we could talk about that. I really believe that services have to be equivalent right across this country, and that includes the north. There's been some progress.
Can you talk about some of these things? We've had issues with the northern residency deduction. We've had triggers that were calling for audits and some people have been audited over and over again, but things seems to be moving forward. Can you talk about what you're doing in the north?
Le gouvernement précédent a fermé le seul bureau de l'Agence du revenu du Canada qui existait dans le Nord. Je sais qu'au début de mon mandat, un certain nombre de plaintes ont été déposées à cet égard. I want to flag a quick issue regarding police depots and nurses across the north and the high suicide rate. You can't have nurses in the community if you don't have the RCMP, and if you don't have the RCMP, you can't have nurses. So there's a real challenge there, and I think the high rate of suicides between Nunavut and the Northwest Territories...we have had 650 suicides over the last 15 years and we don't have any services.
I was going to go along that line of questioning, but I'm out of time.

Je veux soulever brièvement la question des effectifs policiers et des infirmières dans le Nord, ainsi que le taux de suicide élevé. Il ne peut pas y avoir d'infirmières dans la collectivité s'il n'y a pas d'agents de la GRC, et vice versa. C'est donc un vrai problème, et je pense que le taux de suicide élevé au Nunavut et dans les Territoires du Nord-Ouest... Thank you for that.
In the Northwest Territories, we have a few safe houses and shelters, but not very many. They are usually just in the regional centres, and we don't have any treatment, alcohol treatment centres, any treatment centres or facilities of that nature. So a lot of times individuals in the community, including women, will turn to the aboriginal organizations, their friendship centre, the band councils, the Métis Nation, or the native women's associations.
Now I've talked to everyone of these organizations, and their budgets have been cut to where they really can't function. They're almost at a point where they're looking at maybe closing their doors.
So there are still a lot of big issues out there. So what do you do in the case of gender discrimination? I heard a lot of discussion on this in my talks. If somebody goes to you and says their wages are not on par with men in the same field or sector or they are only hiring men, where do you refer people? What do you do with these people who are coming to you if you don't have the resources to deal with them yourself?

Dans les Territoires du Nord-Ouest, nous avons quelques refuges sécuritaires et foyers, mais pas beaucoup. Ils se trouvent habituellement dans des centres régionaux, et nous n'offrons pas de traitement, pas de centres de traitement de l'alcoolisme et aucun centre ni installation de traitement de cette nature. Par conséquent, très souvent, les membres de la collectivité, y compris les femmes, se tourneront vers les organisations autochtones, le centre d'amitié, les conseils de bande et la nation métisse ou les associations de femmes autochtones.
Vous savez, j'ai parlé à des représentants de toutes ces organisations, et leur budget a été tellement coupé qu'ils ne peuvent plus fonctionner. Ils en sont rendus à se demander s'ils ne doivent pas tout simplement fermer boutique.
Il y a donc encore beaucoup de gros problèmes à régler. Que faites-vous dans le dossier de la discrimination de genre? J'ai entendu beaucoup de discussions à ce sujet au cours des entretiens. Si une femme vous dit que son salaire n'est pas équivalent à celui des hommes dans le même domaine ou le même secteur ou qu'un employeur engage seulement des hommes, où l'aiguillez-vous? Que faites-vous avec les gens qui viennent vous voir si vous n'avez pas les ressources nécessaires pour les aider vous-mêmes?
