Thanks to both of our witnesses for being here today.
Doctor, I'd just like to ask you this. Some of the strongholds have been taken back over time by Assad's government and it's meant imprisonment for a lot of people. I'm just wondering. You have about two and a half million people, I think, in the Idlib area. It sounds like over a million of them have moved there from other places.
Both of you as witnesses have talked about that movement of the population, the disruption that it brings. What is the situation there? How long do you expect the opposition to be able to hold out? Is this something that will be long term? Will it be like some of the other places that we've talked about at this committee? They were in opposition when we talked to them but then, within a matter of a month or so, were taken over by the Assad government.
I'm just wondering if you can give us an update on that situation.

Both of you touched a bit on the displacement of local communities, and I asked a question about that earlier, but one of the things we studied previously was the Nineveh plain and people trying to return to that area, finding that their communities were under the control of other people and that the justice system wasn't functional. I'm wondering if both of you would like to comment on that.
I think, Mr. Windsor, you made a comment on that issue. Could you fill that out a little, and the doctor could follow you? As these people are returning to their communities, in areas where they can, what are they finding? Are the structures in place to allow them to return to the communities and be able to successfully integrate, if you want to call it that, or reintegrate with their neighbours and the people whom they lived with in the past?

I just want to ask a question, then, about the future, because it seems to me that, if the UN resolution isn't taken seriously and enforced, the international community is basically turning its back on pushing back the Syrian government.
I would like to hear some comments on that, because it has been a long battle going on here. My concern is that we see international resolve weakening, and that's going to lead to the kind of situation we had prior to this ever beginning.
I'd like all three of you to comment on that.

I want to thank you for that, because I think we all understand the vicious history of this regime. That's why people are concerned.
Dr. Alfakir, I think you said that foreign fighters are not involved in this. I'm wondering if you can give us a sense of the makeup of the military presence that is opposing the regime in this area. What percentage of the population is involved in supporting this? Sometimes you get these conflicts where the population is just forced to be there, while in other places the population is very supportive of what is going on. Can you give us a picture of what's going on in terms of the defence of this city and the opposition to the regime?

That's the concern of the committee, that we are seeing that as well.
I want to talk a bit about the chemical attacks. On February 25, the Organisation for the Prohibition of Chemical Weapons said that it was going to investigate the reports. In the past, when they went in, they were attacked, ambushed, or whatever.
Do you have any comment on how they go about doing their work in a situation like the one they would find themselves in? Do you have anything to do with them, or does that fall outside the scope of what you do?

One of our witnesses the other day talked about the proliferation and potential proliferation and expansion of sect-specific militias in the area. Groups of people in villages or who have similar beliefs are getting together and forming their own militias.

Mr. Miller touched on this a bit earlier, but previous witnesses have suggested that rather than going after the lower-level perpetrators, they need to be brought to justice in their own area. From your experience, do you think it's realistic to expect that we're going to be able to establish functional justice and court systems in these areas post conflict that will be able to hold people to account? Witnesses have said they think that's the way to bring some sense of peace to these areas and to settle these disputes between what were previously neighbours. Is it a realistic expectation to think that we can do that in the future?

I just have two questions.
I was going to talk about whether there's potential for an endless cycle of sectarian violence. You seem to think that can be broken. In other conflict areas, we've had court systems and justice systems which, once the conflict was over, people had already had some exposure to and gave credibility to. When you're talking about the frustrations that the minorities have had in this system, do you think those structures can be set up so that they will actually have the confidence of the people? That's one question.
Second, what would early detection have done in terms of stopping what happened here? This issue arose, and it took from 2005; with the Iraqi government alienating its people, there were a lot of different things developing over the years. We probably should have had a good idea of what was going to happen. It was that sudden rise of ISIS that really was the surprise, and it swept across that area so quickly. I'm just wondering what early detection would have accomplished, because there still doesn't seem to be a coordinated international response to what has happened there.

We've talked to a number of Yazidis at different times in this conflict, and there seems to be some distrust that lingers from the failure of the Kurds to protect them from the initial onslaught, if you want to call if that. Some are still unhappy with that. They've talked about establishing a safe zone in that area for the Yazidis, and out on the Nineveh plain.
Do you have any thoughts on that? They're talking about international supervision and that kind of thing. What do you think about that?

Mr. Al Saleh, we're heard lots of talk, and there's been lots of talk for a long time. A few ceasefires have been brokered. It seems as though they've allowed a few civilians to leave the city, and allowed militaries, I think, to regroup as well, and then we've seen this resumption of attacks on civilians, attacks on hospitals, and attacks on aid convoys.
To this point the UN has not been effective. I'm just wondering if you can give us an idea of what your solution is. What are you proposing? What are the alternatives and other measures that could be implemented if the UN continues to be unable to deal effectively with the situation?
