That you very much. It's really interesting.
Mr. Mounk, you spoke about the issue of trade being used as a kind of lightning rod for fear, that creates fear and that leads to a kind of populism. Two days ago we heard from Mr. Galston, who told us that trade also acts as an economic catalyst for the conditions that lead to authoritarian populism. Populists often try to attract a segment of the population that feels neglected economically. One example would be workers in the declining manufacturing sectors whom our systems seem to have abandoned.
Do you think that the fear is based on the economic discourse of trade and free trade? Does trade also create the conditions to help grow this populism?

My first question will be for you, Mr. Noël. I will start with the end of your presentation. You talked about dairy farmers in Canada. They are—how should I put it politely?—a little exhausted by all the breaches in supply management from the negotiations of both recent free trade agreements. They are of course expecting action from the current Liberal government. You briefly mentioned last week's economic update. Were you as surprised as the dairy producers to find that there was nothing in this update, no announcement, no sign that they would be compensated for all the losses they have suffered as a result of those trade agreements?

Absolutely.
In my riding in Drummond, a number of dairy farmers have come to see me. They had applied for the dairy farm investment program, but they did not receive anything because the window for receiving applications for the program was open only for one day, 24 hours or something like that. Overnight, they lost the opportunity to receive funding in preparation for those agreements. They hope that the next window for receiving applications will allow everyone to submit them.
I have another question for you about a problem that we are seeing a lot right now, particularly in Quebec, but also across Canada, namely the labour shortage. I think it is because of the changing economic, labour and training needs. Does the federation have a position on that? Does it plan to ask the federal government to support the provinces in this economic transformation? All businesses—including SMEs, I believe—are facing these challenges when it comes to recruiting a skilled workforce capable of performing today's new tasks.

First, I want to thank you for being here this afternoon to talk about a clean economy and the fight against climate change. These are extremely important issues.
Recently, the Green Budget Coalition—which I'm sure you're familiar with—released its annual report containing recommendations for a green budget. One of the recommendations concerns fossil fuel subsidies. We have good news regarding one of the recommendations. We've reached an agreement with Argentina to ensure that our fossil fuel subsidies will be disclosed in the future.
The coalition also recommended that the Government of Canada “[initiate] work with partner countries to define “inefficient” fossil fuel subsidies.”
Are measures being taken to reduce fossil fuel subsidies? What could be done to improve the situation? I'm thinking of the establishment of partnerships with various countries around the world, such as the partnership entered into with Argentina.

Three minutes, I don't have a lot of time but I just want to come back
to trade agreements. As you said at the beginning of the presentation, these agreements often include environmental side agreements. According to some criticisms, this wouldn't carry the same weight as it would if the environmental provisions were included in the agreements.
What do you think about this? Do you have any comments regarding the environmental side agreements?

Here is my second question.
Can you confirm that the Canada-Israel free trade agreement, or CIFTA, a new agreement on trade that has recently been modernized, improved and signed again, conforms to United Nations Security Council resolution 2334, specifically with the section requiring a distinction to be made between the territory of Israel and the occupied territories? As we know, Canada is bound by United Nations Security Council resolutions.

Mr. Adams, according to what I understand, there are import licences in Brazil for automotive parts. In the United States, at least according to certain reports of the American government, there are often long waiting periods before obtaining those licences that allow them to export goods.
Is this a problem in your experience? Should it be taken into consideration in negotiations?

I'd like to ask you a more political question. I don't know if you be able to answer it.
You mentioned that currently, the industry is focusing on NAFTA negotiations. I don't know if we can say that there is a delay in negotiations, but proceedings have again being postponed for a few weeks. There are going to be elections in Mexico this summer, and in addition there are the midterm elections.
What is the current state of those negotiations?
I know that this is not the main topic of our meeting, but I can't resist taking this opportunity to ask you that question.

Okay.
I'd like us to talk about the implementation of the Trans-Pacific Partnership. Forgive me, I normally sit on the Standing Committee on Foreign Affairs and International Development, and this may influence my questions somewhat. That committee is currently studying the Canada-Asia-Pacific relationship. According to testimony we have heard, aside from such an agreement, Canada must adopt a more integrated approach to Asia and increase its presence on the ground at all levels.
Would you agree with that assessment?

Without going back to the earlier debate over the TPP motion, which was rejected, there are a number of trade agreements with other countries. It is important for Canada to promote environmental issues and talk about climate change so that the rules are fair for everyone in order to improve our environment.
