My other question, if I have time, is about warrants. Medical records typically are privileged. In order to access them, you'd probably need specific incidents to get a warrant about. If you had a complainant who was a victim, you could presumably get a warrant for that person's medical records much more easily to follow up on that specific complaint.

Mon autre question concerne les mandats, si j'ai le temps de la poser. Habituellement, les dossiers médicaux sont confidentiels. Pour y avoir accès, un mandat est nécessaire, et il faut probablement que certains incidents soient survenus pour obtenir ce mandat. Si le plaignant était la victime, vous pourriez vraisemblablement obtenir un mandat beaucoup plus rapidement pour avoir accès aux dossiers médicaux de la personne et pour donner suite à la plainte en question.

I'm getting the signal that I'm getting close to the end here, so I have one final question.
For those who may have been receiving treatment or were being monitored for mental illness and who then left the services, are we making sure that this information somehow gets passed along so they get the services they need as a veteran?

En ce qui a trait aux personnes qui reçoivent un traitement ou qui ont fait l'objet d'un suivi relativement à une maladie mentale et qui quittent ensuite le service, nous assurons-nous que cette information est communiquée d'une façon ou d'une autre afin que ces personnes obtiennent les services dont elles ont besoin en tant que vétérans?

Mr. Frank, I want to direct my first question to you.
Just to put it on the committee record, I'll read from an article in yesterday's The Globe and Mail that's entitled “Sun Life overhauling life insurance application process in Canada”. It announced that Sun Life Financial, arguably one of the largest businesses in Canada, is “overhauling its life-insurance application process in Canada, cutting down on intrusive tests as part of an industry-wide push to make getting coverage easier for customers.” They feel that the life insurance industry is “increasingly looking to technology to simplify its processes” and is catering to “consumers' desire for less invasive and time-consuming tests”.
Now, if Sun Life is going down this road because they see a future in this, I would presume that if it feels it doesn't need medical tests about an applicant's actual health, it probably doesn't need to have access to an applicant's genetic test results. I'd like you to comment on that particular aspect.

Pour le procès-verbal, je vais citer un article paru hier dans le Globe and Mail sur la Sun Life qui annonce un remaniement du processus de demande d’assurance vie au Canada. La Sun Life Financial, qui est certainement l’une des plus grandes entreprises au Canada, diminue les tests invasifs dans le cadre des efforts de l’industrie des assurances en vue de faciliter l’obtention d’une assurance. L’industrie se tourne de plus en plus vers la technologie pour simplifier ses processus et satisfaire les consommateurs qui souhaitent des tests moins invasifs et moins longs.
Si la Sun Life emprunte cette voie, c’est que celle-ci correspond à sa vision de l’avenir. Si l’entreprise croit que les tests médicaux ne sont pas nécessaires pour déterminer l’état de santé réel d’un demandeur d’assurance, je suppose qu’elle n’a probablement pas besoin d’avoir accès aux résultats des tests génétiques. J’aimerais savoir ce que vous pensez de cet aspect particulier.
