Thank you very much for being here. We truly appreciate the advice and the insight that you bring.
Professor, I would particularly like to thank you for your observation regarding the hierarchy in a committee and how power is used.
I'm sure most of us have been to a mess, and my God, you have to know the protocol or you're in trouble. You may not get dinner if you don't understand the hierarchy there.
I was very interested in the comment in regard to education. You mentioned the RMC, and it reminded me of a situation in the town where I come from with cadets. For whatever reason, because of friendship, because somebody had access to a vehicle, a child predator was allowed in to be an instructor. The reservist who tried to bring attention to that went right up the chain of command. He was drummed out and the predator remained. It seems to me that this education you spoke of does indeed need to start very early. I wondered if you would comment on that.

Yes, I agree. I think people are aware that the cadet organization is a separate construct, as are the rangers. The Canadian Armed Forces and the cadet organization certainly ensure that when people are joining, they are made aware of the policies, the standards and the expectations. I think there's been a lot of effort on clarifying the standards up front. I think the difficulty and the challenge with it is there's still confusion on occasions as to what to do when people encounter circumstances of what I will continue to call “unprofessional behaviour”.
Then we get into the difficulties of when people step forward to say something, and that's where I think there's the potential for things to go off the rails. You've heard of some examples of people where it hasn't been dealt with. There are many that are dealt with very effectively, but I think the organization is still grappling with.... I don't think it's the upfront initial education. I would suggest that equipping leaders effectively to deal with these issues is one area that could do with some more emphasis.

As Alan mentioned, the cadet system is a separate system. In terms of the schooling, the education in the public system, if you look at national action plans that look at women, peace and security around the world, there are a number of these plans that actually advise changing the education curriculum to ensure that we discuss these issues, that we have this as part of the curriculum. So that's a much broader issue.
In terms of the education of soldiers, whether at RMC or at other levels, certainly I think there's a lot of things that could be revised, could be changed, and it's really about the approach that you take, the content, the language, the examples, the scenarios. It's a whole breadth of things that could be reviewed to ensure that it promotes equality, human rights, women's rights, and diversity and inclusivity.

As I said, we found that cadets enrolled in military colleges and cadets recruited by the Canadian Forces but studying in civilian universities perceived their experiences differently.
There are fewer of the latter, of course. By way of illustration, if I recall correctly, our sample of officer cadets enrolled in military colleges was 925, almost 1,000, compared to fewer than 150 cadets enrolled in civilian universities. However, we were still surprised to see as many differences in the perceptions that those cadets had of their experience. It was generally more positive in civilian universities than in military colleges.

We do have cadets. Yes, we have ACF and CCF, which are two different types of cadet forces. They are very much there to encourage people to understand the reasons behind having an armed force and to give the cadets some of the benefits of discipline, bearing and dress, but they're categorically not there as recruiting tools.

We can talk about cadets for these two individuals.
I want to come back quickly to the recruitment age. You're asking me if we're targeting a specific age. The answer is no. However, we must respect the law. Sixteen year-olds can enter the reserves with the permission of their parents, but we are not allowed to deploy them on operations until they are 18 years old. This is important, and we respect that, of course. There is the problem of child soldiers. We wouldn't want to be part of something illegal.

I'm not responsible for the cadet program, but since I represent 50% of the Canadian Armed Forces, I have a very strong interest in cadet corps.
The organization currently has approximately 52,000 cadets. One of the explicit goals of the cadet program is to encourage young people to be good citizens and develop their leadership skills, but also to stimulate their interest in service. It's a start. It's not recruitment, but it shows the camaraderie that exists in the army, like the one that was illustrated in the ads you mentioned at the time.
Unfortunately, I don't have the number with me, but a significant number of the serving members were cadets. For example, Vice-Admiral Lloyd of the Royal Canadian Navy, Lieutenant-General P.F. Wynnyk and the Chief of Defence are from the same cadet corps. This demonstrates the effectiveness of such a system in stimulating—

Good afternoon.
I am very interested in statistics and numbers, and I have a question for you about that.
There are cadets in the regions and all over. They are 12 to 17 years of age. Some have a real passion for service and want to join the regular or reserve forces. Others belong to the reserves during their college and university studies. They are motivated to stay involved too.
I am curious about something, and this might be a hard question to answer. Do you have statistics about how many of these young people come up from cadets? Can you tell me approximately what percentage of cadets end up joining the reserves?

I cannot, because I don't think I've ever seen any percentages although, again anecdotally, many of us who were regular army said, “Oh, yes, I got interested in this when I was 12 years old as a cadet.” I know that many people who serve in the reserves and in the regular force started off in cadets. I don't know whether that has ever been tracked, I just don't know. That would be a very good question as you pursue your investigations here.
I don't know whether you're considering perhaps having as a witness someone from the cadet organization. They're a part of the whole Canadian military picture. Unfortunately, I don't think they've been given enough resources and credit over the years. We can do more with cadets, I think.

Many develop an interest in joining the regular or reserve forces early.

I agree. I think I said in my opening remarks that there's an old saying that if you can't measure it, you can't manage it.
I don't think that these are areas that the department has done a particular good job in measuring, for sure. I don't have any numbers. I don't have anything I could give you that's concrete, but it is my feeling that you're absolutely correct. It's not enough. They're not doing a good job.

It is a bit more difficult to provide services to cadets, as they are minors. Right now, I am focused more on people from the Canadian Armed Forces, but if a cadet who is now an adult went through a problematic situation in childhood, I will definitely provide them with assistance.

What we're trying to do with the cadet program is enhance it. I want to see if we can enable more cadets to participate in summer camps. That's something I have seen when I visited the camps across the country.
The other aspect is diversity. I was extremely impressed with what the cadets are doing, and what we can learn from that. They have a lot more girls in the cadet program and a diversity that represents the population. That's something we need to extrapolate for the Canadian Armed Forces as well.

Mr. Sinclair, you talked a little bit about the cadet program, cadets who come in in powwows. I've been with many powwows, and it's a great honour for me to go in powwows and to walk in on the grand march. I know and understand the order, and it's a tremendous thing. I still can't figure out how half of the dancers get through a whole hour of doing that and not have a heart attack.
With that said, you did talk about cadets. One of the things we've talked and heard about are the cadet programs that are being offered to indigenous first nations and some of the challenges they're having. I'm just wondering if you might be able to add some comment as to why or why not we're seeing these issues.
