Thank you for attending our meeting.
Perhaps this will take us in a similar vein. In your opening comments, you mentioned the four areas that our commissioner had identified as being areas where PIPEDA, our existing law, may be deficient. You identified our commissioner's concern over the right of erasure, right of privacy by default, and privacy of design, but what was the fourth one? The fourth one was portability. Is that the other area of concern around PIPEDA identified by our commissioner?

My questions earlier were about how to transition the medical information from DND to VAC.
If the doctors have filled out those forms for the soldier, could a military doctor fill out those forms for Veterans Affairs? If a soldier needs those forms filled out, could they have a military doctor fill out those forms for them?

One thing I also hear about from serving members and veterans is the issue of medial records, and the transfer of those medical records to the VAC files. Has that been streamlined at all in the last few months, or are there still some hiccups along the way?

Thank you both for coming. I appreciate that.
You talked in your opening remarks about speeding up service. We've been talking a lot in this committee about service delivery and how we get it done. We're finding that service is taking a long period of time.
I'm wondering if you could share with us any further comments on steps that you think we could be taking. We've talked about how we identify the steps for the soldier right at the beginning and go through the steps with them. By the time they're done, they're familiar with everything out there and with what's available to them. As they step forward into Veterans Affairs, sometimes we see that files go missed. We lose things.
Can you comment on what you think might be a step, or one or two steps, that might speed that up so that we're not taking 16 weeks but are able to do it in eight weeks?

Gentlemen, thank you for being here with us today. We appreciate it very much.
My first question will be addressed to the representatives of the Royal Canadian Legion and to those of the Equitas group.
I think we can agree that there is a big issue with regard to information-sharing between the Department of National Defence and Veterans Affairs. It is very unfortunate for veterans who must face this difficulty alone when they have to prove that their physical or mental injuries are due to their military service.
I have often asked this question in committee and I would like to put it to you as well. I was told on several occasions that in the United States the veteran's burden of proof, that is to say having to prove that the injuries are service-related, rests with the department responsible for veterans. And so there, it is the department of veterans affairs that has to determine whether the veteran's injuries are service-related or not. If we functioned like that in Canada as well, am I correct in thinking that the veteran would not have to work to transmit the information, but the department, with all the means at its disposal, would work to go and get that information?

All right. I have some very useful questions, Mr. Chair.
I honestly have just a quick question for clarification. September 30, 2016, is the next transfer of records between the IRS and the CRA. Some of the concerns that were raised here are that a number of Canadians whose banking records were transferred were not notified. Is that possible at all between now and that date? Do you see it as being possible to notify these Canadians, or is the current legislation such that there's not a chance that they'll be notified?
