Mr. Speaker, I would like to come back to the question that my colleague from Longueuil—Saint-Hubert asked.
It is clear that one of the reasons why the media industry is having so much trouble right now is that institutions such as Facebook and other social media are using the content of media outlets without paying for it and taking their advertising revenue. That is what led to the current crisis.
However, when we raise the question in the House, as my colleague did several times in this Parliament and in the previous Parliament, the Liberals refuse to acknowledge that this is urgent and that these businesses need to pay taxes and royalties just like Canadian businesses.
Their financial involvement could allow these media outlets to turn things around and make the necessary transition to survive and offer a variety of high-quality information.
Could my colleague tell me why he and his party are opposed to treating these web giants the same way they treat Canadians businesses in the media sector and all other sectors of the economy?

Mr. Speaker, while the Liberals twiddle their thumbs about taxing web giants, other countries are taking action.
The United Kingdom announced yesterday that it is introducing a 2% digital services tax. Spain unveiled its own 3% digital services tax 10 days ago. The European Commission is considering a 3% tax on web giants' revenues.
Canada, however, cannot even be bothered to impose a simple sales tax like the one our own companies are subject to.
Speaking on the red carpet at the ADISQ gala, the Prime Minister said he had heard the culture sector's cry for help.
Hearing is all well and good, but when is he going to do something?

Mr. Speaker, in just 10 years, newspaper ad revenues have plummeted by 45% while ad revenues for web giants spiked by 358%. Still, the government refuses to charge them sales tax.
The media's struggle to compete with web giants is jeopardizing freedom of the press in Canada. In Quebec alone, nearly one out of every two jobs in print media have disappeared, to say nothing of the outright closures. Unions and professional associations have called on the Prime Minister to take action.
How does he plan to deal with this crisis?

Good sentiments, Mr. Speaker, but the industry right now is crying out for help here in Canada. In order to make informed decisions, people need to have access to a free press, and we have less and less of that here in this country. It is troubling to see how the crisis affecting the Canadian media industry has progressed lately. In 10 years, ad shares for newspapers dropped by 45%, and those for the American web giants increased by 358%, and the current government still persists in giving them a 10% to 15% tax advantage by exempting them from collecting sales taxes.

Mr. Speaker, yesterday, the Government of Quebec had the courage to act. Both foreign and local digital platforms will now be required to charge QST. On the other side of the Atlantic, the European Union also chose to make companies like Netflix pay their fair share. There has been a consensus for over six months now on the fact that the government needs to modernize its laws and put everyone on an equal playing field. It is just common sense.
Will this government stop saying that it is impossible to do anything and finally make web giants pay their fair share?

That is my point exactly, Mr. Speaker. Those are small taxpayers he is talking about. This government is letting the big fish, like KPMG, get away. It is not going after the rich and powerful precisely because they are rich and powerful.
Here is another example of this government's complicity with the rich and powerful. It does not require American Internet giants to charge the same sales tax that our Canadian companies have to charge, thus giving American companies a significant competitive advantage over Canadian companies. The Amazons of this world have an advantage over Canadian stores like Simons.
Will the budget put an end to that nonsense once and for all?

Mr. Speaker, the European Commissioner for Economic and Financial Affairs, Pierre Moscovici, wants web giants to pay their fair share of taxes in Europe. It seems logical to have companies pay their fair share of taxes, but the Canadian government is taking a step backward. It is going in the opposite direction and allowing web giants to forgo paying their fair share of taxes.
While companies here are charging sales tax on every transaction, why is the government showing favouritism to web giants such as Amazon, Netflix, and Facebook?

Mr. Speaker, today the Prime Minister is travelling to Silicon Valley to visit Amazon. Will he be asking it to impose taxes on the products it sells in Canada, as it should, or will he be negotiating a cozy deal?
What we are asking for is simple fairness. When a company is exempt from collecting taxes on its sales, it is being given an unfair 8% to 15% advantage. If we do not ensure the same rules apply for everyone, then we are playing favourites.
Why does the government have one set of tax rules for web giants and another one for everybody else?

Mr. Speaker, when we ask him why web giants like Netflix and Facebook do not have to charge sales tax even though their Canadian competitors do, the Prime Minister says that he promised not to raise taxes for the middle class. We are talking about a tax that already exists, sales tax. We want fairness in the industry. It is unacceptable that the Prime Minister does not have the courage to ask web giants to pay their fair share.
When will the Prime Minister understand that and insist on fair treatment for the entire industry?
