Mr. Speaker, I want to talk about leadership.
Over the course of my nearly four years in the House, I have had the great honour of sitting beside two great leaders. For the past 18 months, I have had the good fortune of sitting next to the interim leader of the Conservative Party of Canada. Prior to that, I had the honour of sitting next to former prime minister Stephen Harper for more than two years.
Stephen Harper sealed a 10-year softwood lumber deal in a single meeting with President Bush. Not only did he settle the softwood lumber issue, he signed an agreement called the pulp and paper green transformation program, the black liquor program, and took the forestry industry to the next level.
When will this Prime Minister show some leadership—

Mr. Speaker, the fact is that the agreement expired in October 2015, while my colleague, like the rest of us, was on the campaign trail. What he is saying is not true, and everyone in Canada knows it.
Now the Liberals are messing around with the employment insurance fund. The last Liberal government helped itself to $56 billion of that money. The Liberals have done that in the past. Forestry workers want to work, not collect employment insurance. Giving them more employment insurance cheques will not create jobs. Signing an agreement with the Americans will.
It is time to stop talking and settle this issue.

Mr. Speaker, that leadership is the problem. In one meeting with President Bush, former prime minister Harper fixed the issue for 10 years.
We do not need that many meetings. Back then, none of the provinces needed to appoint representatives. It was the federal government's job, and the federal government took care of it.
The provinces no longer have confidence in the feds. Yesterday, Alberta hired the former Canadian ambassador to the United States, Gary Doer, and whose job is he going to be doing? The federal government's. This is about leadership. When will they—

Yes, Mr. Speaker, we are. The warnings that we have been giving the government for months, have now become a reality. One of Canada's many lumber companies has announced that the jobs of 1,300 workers on the north shore, in Mauricie, and mainly in my region will be jeopardized by the Americans' decision to impose the infamous softwood lumber tax.
What is more, the provinces and now the mayors of Quebec are the only ones taking action, even though it is the federal government's responsibility to negotiate this agreement. It is up to the federal government. The provinces have so much confidence in the federal government that they appointed representatives. Now, the mayors are getting involved. Municipal mayors should not have to manage the softwood lumber agreement. However, the mayors of Quebec will be going to Washington to talk about the impact of the tax.
When will the government do its job?

Mr. Speaker, what we have just seen shows what is important for the government. That was not in the mandate letter, and she is looking for the answer. That is not a priority for the government. Close to 400,000 people live from the forest industry. The Liberals do not have an answer to give to them.
An agreement needs to be negotiated as soon as possible. That is what the people want.

Mr. Speaker, on Sunday, my colleague from Jonquière and I joined thousands of people at a march in Dolbeau-Mistassini, which is in my region, to remind the Government of Canada how important the forestry industry is across the country, including in our region.
When he got back from China, the Minister of International Trade told us it would be good for Canada to sell its wood elsewhere. We have been trying to do that for 20 years. We will keep trying, but that is not something we need to be told.
What is your plan? Never mind what you say; what are you going to do to keep forestry workers employed?

Mr. Speaker, by the time we return to the House in two weeks, countervailing duties will most likely have been slapped on our Canadian forestry industry because of this government's failure to take action and get its ducks in a row as soon as it was elected so it could fix this problem.
We have talked about this many times now. The only thing people know for sure is that this is highly likely to affect their jobs and cause major job losses across the country. However, there is still time.
Will the Liberals deal with the issue this week or in the coming days?

Mr. Speaker, the minister can talk with the provinces, but it is the government's job to discuss it with the U.S.A. and fix it.
The Liberals transferred that to the provinces. It was their responsibility to fix it, but they have not. That is the problem. It is just a question of leadership. Former prime minister Harper fixed it in two months. It has been 19 months since the Liberals have been there, and they have not fixed it. That is the truth.
The problem is that the only thing forestry workers know for sure is that the cost of living will go up along with the cost of electricity, groceries, and gas. They do not know if they will still have jobs because the Liberals keep talking to people other than the Americans.
Will they fix the problem?

Those are just words, Mr. Speaker. It was exactly like that before. The Liberals are just trying to bring the population somewhere else.
We recently learned from the government's chief negotiator for softwood lumber that negotiations have waned since January.
Former Prime Minister Harper took care of business in two months with the Bush administration. Eighteen months on, negotiations have stalled. The negotiator herself said so. There has been no progress on this file because the government is utterly lacking in political leadership.
When will the government show political leadership?

Mr. Speaker, in just three weeks, our softwood lumber may be slapped with countervailing duties. I want the Prime Minister to give forestry industry workers some answers.
Yesterday, we heard that the Americans were refusing to talk about it, probably because nobody ever really explained to them what the system is all about and how rigorous it is. That is from the Resolute Forest Products CEO. He added that he was appalled at the federal government's feeble attempts to stand up for Quebec's forestry system internationally.
What will the Prime Minister do for the hundreds of thousands of families that depend on the forestry industry?

Mr. Speaker, like many of my colleagues, I was here on June 29, 2016, when former U.S. President Barack Obama was here, and we were promised that this would be resolved within weeks. Now we hear what the Prime Minister is saying in the House today. Why is no one capable of explaining to the Americans that they need to import 30% of their lumber and that 30% comes from Canada? It is not complicated. If they import less wood from Canada, the price of American wood will go up, Americans will build fewer houses, and there will be fewer jobs for carpenters, plumbers, and electricians.
This is not rocket science. Why is the government incapable of explaining this to the Americans?

Mr. Speaker, I asked an important question yesterday, but of course I did not get an answer from the government. The Speaker of the United States House of Representatives, Paul Ryan, indicated that he had spoken with the minister about improving access to the dairy market. Did the minister put supply management on the table? Can the government please stop repeating its talking points and finally give Canadians a real answer?

Mr. Speaker, what do we have to show for the second state visit to Washington in less than a year? Nothing.
Our Prime Minister said that he was prepared to reopen NAFTA before he was even asked to do so. Fortunately, President Trump is talking in terms of mere tweaks. I hope that is how it will play out.
What is actually on the table? The government is going to negotiate. I hope that tears will not play a role in negotiations this time. What did the government put on the table? Did it put the softwood lumber agreement on the table? There has been talk of supply management. What is the truth? What did it put on the table?
