Mr. Speaker, this morning, the Minister of Canadian Heritage met with the cultural community to peddle her business model and her much-touted deal with Netflix. The 50 or so organizations that make up the coalition for culture and media were disappointed with the government's inconsistent vision and shocked by its agreement with Netflix. They all want this secret agreement to be made public so that taxpayers can read it and judge for themselves.
Quebeckers feel that the minister is more anxious to sell Netflix than to defend Canadian culture. However, the mission of the heritage minister is to defend our culture, not the interests of multinational corporations. The cultural community and the Quebec government want to know the answer to this simple question.
When will this agreement be made public?
Monsieur le Président, ce matin la ministre du Patrimoine a rencontré le milieu de la culture pour mieux vendre son modèle d'affaires et son fameux deal avec Netflix. La cinquantaine d'organismes de la Coalition pour la culture et les médias se sont dits déçus par l'incohérence de la vision du gouvernement et choqués par l'entente avec Netflix. Ils demandent tous que cette entente secrète soit rendue publique pour que les contribuables puissent la juger.
Les Québécois ont l'impression que la ministre est plus empressée à vendre Netflix qu'à défendre la culture. Pourtant, le mandat de la ministre du Patrimoine, c'est de défendre notre culture, pas les multinationales. Le milieu de la culture le demande, le gouvernement du Québec le demande. C'est simple.
Quand cette entente sera-t-elle rendue publique?

Mr. Speaker, first, I want to congratulate my colleague on his very informative speech. His expertise never ceases to amaze. I am very proud to work with him.
I have a question for him. He provided a lot of information on the reasons for his opposition to and dissatisfaction with the bill. I have a rather simple question about the botched nature of the bill and the many gaps in it.
A few months ago, we might have thought that the Liberals had an idea, a tactic, or a reason for acting the way they are, but does it not just boil down to incompetence? They are being lazy and introducing flawed bills. I see it in so many other areas. I would like my colleague's opinion on that.
Monsieur le Président, tout d'abord, j'aimerais féliciter mon collègue pour son discours très éclairant sur ce sujet. Il ne cesse de m'éblouir par sa compétence. Je suis très fier de travailler avec lui.
J'aimerais lui poser une question. Il a donné beaucoup d'information quant aux raisons qui motivaient son opposition et ses insatisfactions par rapport au projet de loi. J'aimerais lui poser une question un peu plus élémentaire par rapport à la nature bâclée du projet de loi et aux nombreuses carences qu'on y trouve.
Il y a quelques mois, on aurait pu imaginer que les libéraux avaient une idée, une tactique ou une raison d'agir comme ils le font, mais n'est-ce pas simplement parce qu'ils sont devenus, de toute évidence, incompétents? Ils sont paresseux et présentent des projets de loi mal ficelés. Je le vois dans bien d'autres domaines. J'aimerais avoir l'opinion de mon collègue là-dessus.
