Mr. Speaker, the most important gain from this agreement is retaining our access to the U.S. market, and Canadians understand that.
However, the new trade agreement is significantly better than NAFTA 1.0 in important ways. We have gotten rid of investor-state dispute settlement, which allowed U.S. companies to sue the Government of Canada for hundreds of millions of dollars. The energy ratchet clause that restricted our sovereignty is gone.

Mr. Speaker, I did not hear too many gracious words about our chief negotiator.
Canadians should listen to a Conservative who actually knows what he is talking about when it comes to trade. Former prime minister Brian Mulroney said yesterday, “This agreement is a highly significant achievement for Canada” and “Canada appears to have achieved most if not all of its important objectives in this lengthy and challenging set of negotiations.” I could not have said it better.

Mr. Speaker, there are many new developments. We have gotten rid of the NAFTA clause that undermined our sovereignty by preventing our government from controlling access to our precious energy resources. We have also gotten rid of the investor-state dispute settlement mechanism, which cost over $300 million. The new rules in the auto sector are going to protect Canadian workers.

It was a Liberal government that created the supply management system and it is a Liberal government that is preserving it. Mr. Speaker, I want to start by thanking the member for Essex for her collaboration in our work on trade. She is a really great partner.
Trade diversification is an extremely important part of growing the Canadian economy and we are going to continue to increase our trade around the world. In fact, it is our government that concluded CETA and the CPTPP. NAFTA, as an agreement, has always had a way for parties to leave, and that is essential, but let me be clear: Canada retains full sovereignty and complete control over our trade relations.

Mr. Speaker, this is a question that is very close to my heart.
I want to assure Canada's steel and aluminum workers that we are 100% with them. That is why, when the illegal section 232 tariffs were imposed on Canada, our government did not hesitate. We responded immediately, in a measured dollar-for-dollar response.
That is standing up for our steel and aluminum workers, and that is what we are going to continue to do.

Mr. Speaker, I guess the members opposite were shouting so much they did not hear me when I talked about the improvements we have made.
Let me go through it again. We have removed ISDS, which has allowed U.S. companies to sue our country and has cost us hundreds of millions of dollars. We have removed the energy ratchet clause, which hugely restricted Canadian sovereignty. We have tremendously improved the environment and labour chapters. The rules of origin in the auto sector will be a great advantage for high-wage Canadian workers.

Mr. Speaker, the hypocrisy on the other side of the aisle is astonishing to me.
Before we got this deal, what we were hearing from the Conservatives was that we needed to start surrendering as quickly as possible. What we were hearing was a criticism of our view, which was that no deal is better than a bad deal.

Let me correct the member opposite on a factual point, because it is important to tell the truth to Canadians. There is of course no cap, no quota on Canadian autos and car part exports to the United States. That is why the share prices of Canadian car part companies soared on Monday.

We have been clear, all members in this House, that the persecution of the Yazidis in Iraq and Syria is genocide. We are committed to working with Nadia and other Yazidi women to ensure that their case is heard at international courts.
Our government is standing up for the rights of survivors. We are calling on the Security Council to recognize sexual violence as a criteria for UN sanctions.

Mr. Speaker, I would like to thank the member for the opportunity to be very clear with Canadian auto workers that our government and I believe the Canadian Parliament stand firmly with them. With regard to a section 232 investigation, the idea that Canada and Canadian cars could pose any kind of security threat to the United States is frankly absurd.
This is an issue the Prime Minister has raised with the President. I have raised it with Ambassador Lighthizer, with Secretary Ross, and with Secretary Pompeo. We are working closely with our allies in Europe, Asia, and Mexico on this issue.

Mr. Speaker, Canada is a loyal friend to Israel and we believe that resolutions at the UN should accurately reflect the situation on the ground. That is why Canada voted for a U.S. amendment to last week's resolution that would have explicitly referred to the role played by Hamas in the recent violence in Gaza.
Hamas is a terrorist organization and Canada calls on the international community to stand up to Hamas, which must cease its violent activity and provocative actions against Israel.

Madam Speaker, our government has been, throughout, and again this week and yesterday, in very close contact with workers and with businesses in the steel and aluminum sectors. That is why we were able to put forward such a strong and immediate response.
I do want to underscore the very productive collaboration with Canadian unions. I would like to quote what the CLC had to say. “Canada's unions” support Canadian “retaliation against the unjustified and unwarranted American tariffs on steel and aluminum.” I could not have said it better myself.

We are extremely disappointed by the arrests of civil society and women's rights activists in Saudi Arabia. These arrests are inconsistent with the Saudi government's stated commitment to create a more tolerant and open society.
I raised our human rights concerns directly with the Saudi foreign minister in Bangladesh earlier this month. We will always promote the rights of women and girls.

Mr. Speaker, we have been very clear: Canada is a steadfast friend of Israel and a friend of the Palestinian people. We have also been very clear about the fact that the use of excessive force is unacceptable. That is why we support a neutral investigative process to shed light on the events in Gaza. Canada is prepared to work with its international partners.
However, in keeping with our government's policy of not supporting resolutions that unfairly single out Israel, we did not support a clearly biased resolution at the UN Human Rights Council.

It is imperative that we establish the facts of what happened in Gaza, especially given the shooting of Canadian doctor, Tarek Loubani. I have raised Mrs. Mombeini's situation directly with Iran's ambassador to the UN. I will continue, and our government will continue, to demand answers from the government of Iran on the circumstances surrounding the detention and death of her late husband, Professor Seyed-Emami.

When it comes to uncoated groundwood paper, we are deeply disappointed with these preliminary rates. Mr. Speaker, I want to thank the member opposite for raising this very grave issue. This absolutely is ethnic cleansing, and the responsibility falls squarely on Myanmar's military leadership and civilian government. These are crimes against humanity.
In Da Nang, the Prime Minister and I raised the treatment of the Rohingya directly with Aung San Suu Kyi. Our special envoy has visited Myanmar and Bangladesh to see first-hand what is happening.
This is an urgent issue and Canada is absolutely seized of it.

Mr. Speaker, I would like to thank the member for York Centre for his very hard work on this issue. I know we all agree that the ethnic cleansing and the crimes against humanity being perpetrated against the Rohingya must stop.
Today the Prime Minister announced the appointment of the Hon. Bob Rae as his special envoy to Myanmar. I think we can also all agree that this great Canadian is going to help ensure that our country continues to lead globally on this pressing issue. The time to act and seek accountability for the Rohingya is now.
