I want to start by thanking you for the work that you do and the work that you're going to be doing in costing out platform pieces going forward. I very much look forward to that.
Did you have an opportunity to look across the country at all? I'm from British Columbia, and of course we've had a carbon tax in place since 2008. I've been trying to figure out, as a citizen of the province, whether the federal plan would be more beneficial to me than the provincial plan as it currently exists. Did you have an opportunity to look at the efficiency of some of the other plans that are already in place?

I want to talk about British Columbia for a minute. My riding is Kootenay—Columbia, in the southeast corner of B.C.
When carbon pricing in British Columbia comes up, we occasionally hear about different approaches to carbon reduction. I have to say that I have been in favour of pricing pollution, absolutely. We occasionally hear people say that the reason carbon decreased was that the economy was getting into trouble by about 2008 or so, and that was the reason the amount of carbon went down; it wasn't because of the pricing on pollution. We also hear at times that it started to go up because B.C. stopped adding to their price of carbon on an annual basis, which they were doing at one time.
I'd be interested in hearing those of you who have studied British Columbia closely talk about those issues.

Thank you. I'd really like to thank you, Mr. Cannings, for introducing Bill C-354. Forestry is very important in my riding of Kootenay—Columbia. We have about 12 mills, ranging from internationally owned to family-owned mills. People of Kootenay—Columbia really care about climate change and carbon. We'd welcome more federal government buildings and offices in the riding as well.
You mentioned earlier that B.C. already has legislation similar to what Bill C-354 proposes. How has that policy worked in British Columbia? Does it offer us a template for how this could be rolled out federally?

Thank you for being with us today.
I come from southeastern British Columbia, the home of the Ktunaxa. As I mentioned to the previous group of witnesses, I had the pleasure of representing municipalities in the treaty negotiations that the Ktunaxa undertook. It has reached an agreement-in-principle stage, but it hasn't been signed off yet. The treaty details are going back to the Ktunaxa people, in a very extensive review, to see whether they want to sign off on the AIP.
My question is for Mr. Eyford. You have British Columbia knowledge. I became a real believer in treaties, and I believe in treaties because in the end I can see it benefiting all the partners involved, including certainly the Ktunaxa. Why, then, have over half of the first nations in British Columbia decided that they're not interested in pursuing treaties? What are some of the barriers to a modern treaty from your perspective?

Perhaps you could keep an eye particularly on section 35 and bring it back.
Last month the United Fishermen and Allied Workers Union sent the minister a letter outlining the dire situation facing west coast fishery workers. They say the bulk of the profits from west coast commercial fisheries are going to quota and licence-holders, and one large processor. As the outsourcing of nearly 500 family-supporting jobs in the Prince Rupert plant shows, corporate consolidation of licences and quotas has threatened the livelihood of small-boat independent fish harvesters. The letter asks the minister to strike an independent panel to travel to B.C. coastal communities to talk with the communities, commercial fishers, and plant workers, and develop a made-in-B.C. solution.
