Thank you, Doctor. That's important in these hearings.
You said you were confident that there would be less of a burden on the criminal justice system if we pass this bill requiring mental health analysis to be a part of every pre-sentence report. It may be less of a burden in the long term when dealing with people, but it seems to me that it would increase the level of work and the resources necessary to be able to produce these reports. While this may be a worthwhile increase in the burden, it seems to me that it would be more of a burden on the criminal justice system to determine this in every case. There may be good reasons for it, but in your opinion you believe that overall this would be less of a burden. I wonder if you could perhaps explain that a little bit more.

If I may, Mr. Chair, it was a huge responsibility and very difficult, with all the travel we did, to put together the meetings. I've had the privilege of being on dozens of different trips, but I have to tell you that nobody did a better job of it than those who work with us here.

Thank you to all of you for your testimony here today.
Ms. Leach, you said that you've been in the business of trying to help out for the last seven years, that you were completely unaware of most of the aspects of human trafficking, and that you might still be there today if you hadn't gotten involved with this. One of the things we are doing here, by having this study and going across the country, is part of an effort that I think we're starting to see in this country to raise the awareness of human trafficking.
You said, among other things, that health care is “inaccessible” to the victims. How so? Can't they go to a hospital? Can't they see a doctor? What's the holdup?

Ms. Lacey, you talked about a new aspect of this, that there are people outside this country being human-trafficked for their organs. You pointed out that there is a shortage of organs to assist Canadians, and that Canadians need. Would it be helpful, do you think, if we got rid of that sort of thing; if we decriminalized the purchase of organs, or the payment to individuals who provide...they become surrogate mothers and that kind of thing?

Fair enough.
Ms. Mosley, you said that there should be more done to investigate the businesses where there are sex workers and all that. We hear both sides of this here. On the one hand, we hear that this is a legal business and as long as the individuals get the necessary labour rights and freedoms that they are entitled to have, that's okay. On the other hand, we get people who tell us that these businesses are just fronts for human traffickers.
Which is it—or is it a combination of both?

Thank you very much to our witnesses here. This was very helpful. It's not easy to come here to give us all this information and this testimony. I can tell you that it's all very valuable.
I want to make one statement here concerning a great documentary that's been put out by the Joy Smith Foundation. It's called Human Trafficking: Canada's Secret Shame. It's about an hour and a half. I and the members of my staff who are here all watched it. I recommend it to the committee here. It was very moving to see the different people. Mr. Bouchard, you were there as a part of that. It was great.
Congratulations to you, Joy, and all those who put that together because that's like the legislation that you introduced to Parliament. These are lasting efforts in this particular area.
Joy, you said that the people who get into this business are looking for victims. They go on the computer to try to zero in on victims. Are there people, as well, who are trying to help to look for these victims on the computer to see if they can do anything to help?

[Inaudible] made a very good point on the documentary, that one man who was saying, “I don't fit any stereotypes about people being exploited. I never would have guessed in my life that my daughter would get victimized.”, but in fact, it shows that it can happen to anybody.
Ms. Redsky, you said we have to make sure we criminalize those who commit these crimes. On the documentary it talked about John schools, that apparently people can get charged in this, the men who are involved in this can get charged with this. They go to John school and everything is kept quite, it's not publicised, and they don't get a criminal record. Do you think that's effective in dealing with this problem or do you think that's part of the problem?

Your testimony, and the testimony of your colleagues here today, are all a big help in that particular area.
Monsieur Bouchard, let me ask about one very moving incident that you talked about, the girl who was being trafficked and someone discovered that her trafficker had a gun to her head. I think to this day she said she's scared of being ratted out.
Did this guy ever get convicted? Can you tell us what happened on that end of it?

In view of the fact that we do try to make an effort to tell these people that they cannot be sexually exploited and that there are consequences and there are protections for them.
In your presentation you said only 4.6% of the human trafficking cases involved foreign nationals. Does this surprise you because there are very few? We've anecdotally heard that this is a big international problem with people.
What are your thoughts on this?

Monsieur Clermont, you gave us an overview of the statistics involving human trafficking and the charges and all that. You gave us statistics that show that many times it's not just human trafficking that these people are charged with. There are other many times more serious offences under the Criminal Code. You said, though, that in terms of the overall number of charges, the vast majority of the charges don't result in a conviction for human trafficking. Is that because these people are convicted of something else? I didn't see those statistics. You indicated that they've been charged with these other offences, and I'd be very interested to know if in fact they've been found guilty. Do you have those statistics?

It might be kind of a worthwhile or interesting thing to do to see if there are linkages. Many times when a person is facing a number of charges, the crown will withdraw a number of them if they get a plea on one or more of them. It seems to me that would be a good idea.
