Mr. Speaker, internal RCMP documents obtained under access to information show that the RCMP timed the release of the video made by the Ottawa shooter on October 22 so that it would not overshadow public hearings on Bill C-51.
A Friday release was recommended because “...attention on the video will be very high over the weekend, but that the issue will die down early the following week so that the focus can be on the Bill C-51 hearings.”
Did the minister ask the RCMP to delay the release of the October 22 video?

Mr. Speaker, I have full confidence in the judgment of the RCMP. While respecting the operational independence of the RCMP, our government shares the view of the public safety committee, on which the member sits, and approves of the principle of transparency. On this side of the House, we are not afraid to call a spade a spade. What took place here on October 22 was a terrorist attack. When will the NDP come clear on that?

Mr. Speaker, it appears that the RCMP scheduled the release of the video of the October 22 shooting to coincide with the political timetable for Bill C-51. That is quite disturbing. The idea that the RCMP could be coordinating its work with the Conservatives' partisan political timetable raises quite a few questions.
My question is very simple. Did the minister personally have anything to do with the RCMP's decision, yes or no?

Absolutely not, Mr. Speaker.
Operational decisions are made by the RCMP, in which I have complete confidence.
Our government, like the committee that my colleague belongs to, believes that there must be transparency and respect for the investigation process. That is what we are doing, and that is why we have to call a spade a spade. What happened here on October 22 was a terrorist attack.
When will the New Democrats face reality and come up with solutions like our anti-terrorism measures?

Mr. Speaker, less than a week after creating a security breach and sparking a political fiasco by posting videos showing Canadian special forces, the Prime Minister's office has posted yet another video, with footage showing the faces of soldiers. Apparently, DND approved this video. Of course, we have heard that before.
Could the minister tell us this? Is it or is it not the government's policy to protect the identities of our forces for security reasons, or is this a standard that applies only to journalists but not the Prime Minister's propaganda videos?

Mr. Speaker, that makes twice in one week that the Prime Minister's Office released videos that compromise our soldiers' safety. Apparently, no one at the PMO learned from those mistakes because the new images are almost identical to the ones that had to be removed last week.
We seriously question the Conservatives' priorities. The safety of our soldiers is beyond price. Are the Conservatives really prepared to do anything to get a good photo op for the Prime Minister?

Mr. Speaker, the Prime Minister's videos revealed the identity of Special Operations troops to terrorists. The PMO staff broke DND protocols that protect our Armed Forces. They said they had DND's consent; they did not.
We now know PMO staff received two briefings on operational security protocols, yet they still published these propaganda videos. Why has not anyone in the PMO been fired for putting our troops and their families at risk?

Mr. Speaker, as we have already said in here, we regret this error. We have apologized and we are reviewing all the protocols to ensure it does not happen again. These videos should not have been posted.
However, General Tom Lawson, who is the Chief of the Defence Staff, said:
Following a CAF assessment of the photos and video in question, we have determined, though the risk is assessed as low, to recommend two not be posted. There is certainly no requirement for any CAF personnel to be withdrawn from Op IMPACT.

Mr. Speaker, we are talking about serious allegations of mistreatment of prisoners.
As well as secrecy, we also have disinformation coming from the current government. The truth is that military officials did not pre-approve the videos of soldiers on the Prime Minister's propaganda website, despite what the Prime Minister's Office said on Tuesday.
This is an important security matter involving the safety of Canadian Armed Forces members and their families. Why did the Prime Minister's officials lie to Canadians?

I can tell members that according to the Chief of the Defence Staff, no Canadian Armed Forces personnel are at risk. I can also tell members that all of us on this side of the House are extremely proud of men and women in uniform who are serving on Operation Impact.

Mr. Speaker, yesterday, after being forced to remove images endangering our special forces soldiers from the Web, the Prime Minister's Office had to admit that it made a serious mistake.
However, again yesterday, a senior official said that these images did not violate security protocols. That is ridiculous. Our soldiers were obviously put at risk by this propaganda campaign.
How could the Prime Minister have let this happen? Was there no one in his office who thought to say that it might not be a good idea?

Mr. Speaker, when concerns were raised about certain images, the government immediately took them down to verify whether protocols had been properly followed.
After another review, the government decided that two of the videos should not have been posted. We regret the error, and we are reviewing the protocols for the publication of such images.

Mr. Speaker, this so-called error is shocking.
DND obviously knew that any images that could identify our special forces were a security risk. That is why it requires journalists to sign an undertaking that they would not publish such images.
Why, then, did no one in the PMO stop to think that its video violated these very simple rules promulgated by DND? Why did it later claim that DND had actually approved the video when that was not true? Why did the Prime Minister allow our troops to be put at risk to have a photo op for himself?
