Mr. Speaker, the government had copies of Benjamin Perrin's emails in its possession for six months, and only turned them over to the RCMP when they were asked for them, not once, not twice, but three times. The Prime Minister now tries to blame his department, the PCO. This is ridiculous.
Did the secretary to the cabinet not notice this Conservative scandal? Did his boss, the Prime Minister, not mention a problem when his chief of staff suddenly disappeared? Is the Prime Minister's latest excuse really that the Privy Council did not know what a court order to produce emails looks like?

Mr. Speaker, we know the Liberal Party itself seemed to have trouble finding emails with respect to the Senate.
However, having said that, on page 21 of the exact same report it says:
Rob Staley, legal representative for the PMO, advised my office that he had clear orders from the Prime Minister to provide complete cooperation with the investigation, and to provide any assistance or documentation the RCMP requested. The PMO employees (current and former) whose e-mails I deemed relevant, have all provided privacy waivers though their legal counsel, relating to the content of their e-mails. The PMO has also waived solicitor-client privilege for those e-mails.

Mr. Speaker, a Prime Minister in this situation who cares about ethics would have investigated all of the actions of his office and made public all of the relevant documents. That would have been behaviour respectful of Canadians. Instead, the Prime Minister denies until the RCMP digs deep enough and he has no other choice but to confess the truth. It looks a bit like the Rob Ford crisis management strategy.
Is the Prime Minister waiting to be called as a witness in a criminal trial to finally make public all of the relevant documents so that Canadians can see the extent of this cover-up?

Mr. Speaker, it is really hard to believe that the Privy Council of Canada would fumble a request from the RCMP to gain access to Ben Perrin's emails. He is the key link between the Prime Minister and the cover-up. He negotiated the five-point deal with Mike Duffy, and he was involved in the negotiation of the $90,000 payoff.
Now that his emails have been suddenly liberated, will the government tell us, when was the last time the Prime Minister spoke with his legal counsel, Ben Perrin?

Obviously, Mr. Speaker, I would have no knowledge of when the Prime Minister last spoke to Mr. Perrin, but what is very clear also, again today, is the level of co-operation the Prime Minister's Office is providing to the RCMP. When the Privy Council followed up and found its mistake in not having previously released Ben Perrin's emails, the Prime Minister's Office immediately took the initiative to make sure that the RCMP had access to them.

Again, Mr. Speaker, the RCMP documents themselves are alleging that there was a breach of trust that was undertaken by Senator Duffy and Nigel Wright. That is right in the documents. That is why the Prime Minister ordered his office to participate and assist the RCMP and provide any information that was required. That is the type of leadership that Canadians would expect of their prime minister.
Also, it quite clearly states, and Nigel Wright states, in fact, that he not bring the Prime Minister into his confidence with respect to this decision. Ultimately, had the Prime Minister known, he would have in no way endorsed such a scheme. He would have put an end to it.

Mr. Speaker, let me just address the preamble of that question. When I say I have no knowledge that the RCMP is investigating my office, what is important is that the leader of the NDP has no knowledge to that effect either.
Nevertheless, he gets up and makes the allegation, which is why, as Canadians look at him and see him throwing mud, he is losing ground.

Mr. Speaker, on November 7, the Prime Minister told the House that his office was not being investigated by the RCMP. However, literally one minute later he said, “the Prime Minister's Office has, at all times and in all manner, provided all and any information that the RCMP is requesting”.

Mr. Speaker, no. As the Prime Minister said, it is not, but we are continuing to assist authorities. We do believe it is very important that we assist authorities, as we have said right from the beginning.
What this is really about is accountability in the Senate. Senator Mike Duffy and three other senators accepted expenses that they did not incur. Canadian people wanted accountability, and that is why the senators brought forward a motion that suspended these three senators.
We will continue to assist and move forward with other plans to reform the Senate and give Canadians an accountable Senate that they can be proud of.

Mr. Speaker, the problem is that they just cannot seem to get their stories straight. The Prime Minister has given the Canadian people many versions of who knew what in the Prime Minister's Office about the cover-up cheque to Mike Duffy. First, the Prime Minister said that Nigel Wright acted alone. Then, last week, he said “Well, okay, a few knew”. Now, he is back to saying that Wright acted “by himself”.
Could anyone over there explain why the Prime Minister has such a difficult time answering such a straightforward question?

Mr. Speaker, we have answered that question on a number of occasions. As I have said, we are continuing to assist the authorities.
What this is about is the fact that these three senators and disgraced former Liberal senator, Mac Harb, accepted payments that they did not incur. They need to be held accountable for those actions.
At the same time, we are continuing to work on all of the priorities that Canadians think are important: jobs and economic growth. That is important to Canadians, as is law and order and putting the victims of crime first.
The Minister of National Defence deployed Canada's DART team in record time. When it comes to the issues that matter to Canadians, we are on top of the file.

Mr. Speaker, it is time to come clean on the Wright-Duffy affair. The Prime Minister's mouthpiece claims he was not aware of the RCMP investigating “anyone currently in PMO”, but, of course, the PMO staff involved in this scandal have been promoted. The Minister of Natural Resources's new chief of staff, Chris Woodcock, allegedly wrote the cover-up script for Mike Duffy.
Can the government confirm whether Mr. Woodcock has been contacted by the RCMP?

Mr. Speaker, as we have said from the beginning, we will continue to co-operate with authorities on this matter. Mr. Wright has been very clear who he brought into his confidence on this matter.
At the same time, we are very proud of those Conservative senators who supported this motion yesterday. Of course, Liberal senators did exactly what we expected them to do: fought for the status quo in the Senate. As the Prime Minister just said, the Liberals will always fight for their entitlements, but they will never fight for taxpayers.

Mr. Speaker, I will speak much slower so that he can understand me. We will continue to work with the authorities on this matter. Mr. Wright was very clear about who he brought into his confidence on this.
If only the Liberals had actually supported taxpayers and Conservative senators, and actually voted to suspend these three senators. I am very proud of the fact that Conservatives on this side of the House and in the Senate will always stand up for taxpayers.

Mr. Speaker, instructing someone to lie to cover up the Wright-Duffy agreement could constitute a criminal offence.
Chris Woodcock was the Prime Minister's adviser, his “Mr. Clean”. He was promoted and is now chief of staff to a minister.
Has Mr. Woodcock been contacted by the RCMP or did he provide the RCMP with documents and emails on his own initiative?

As I have said on a number of occasions, Canadians have said loud and clear that they want accountability in the Senate. Yesterday, unfortunately, Liberal senators once again let them down. The Liberal senators are fighting very hard for the status quo. Conservative senators in the Senate did Canadians proud yesterday by suspending these three senators without pay, standing up for taxpayers.

Mr. Speaker, over the summer, documents filed in court by the RCMP completely contradicted claims made by the Prime Minister in the House. On June 5, the Prime Minister told the House of Commons and Canadians that the only person in his office who knew about the secret payoff deal to Mike Duffy was his chief of staff, Nigel Wright.
Therefore, does the minister now want to stand and correct that statement?

Mr. Speaker, as the Prime Minister said on a number of occasions, this was a matter that was handled directly by Mr. Wright, and the Prime Minister had no knowledge of this payment until after May 15.
What is truly clear and what we have heard over the summer is how important it is that the government continues to focus on jobs and the economy. That is why the Prime Minister today is en route to Europe to sign a new trade agreement that will see 80,000 new jobs created.
Again we are seeing that the NDP and the Liberals will be voting against new job creation measures. They vote against the small, medium, and large job creators in this country because they do not think they have the opportunity or the ability to compete with everybody. We do.

Mr. Speaker, the question was about the unprecedented situation of a police investigation into the very office of the sitting Prime Minister. That was the question. The claims that were made by the Prime Minister in the House on June 5 have been proven false by RCMP investigation witness statements, so I will give the new member in his new portfolio a second chance.
Does he still maintain on behalf of the shy Prime Minister that Nigel Wright was the only one in the Prime Minister's Office who knew about the hush money that was paid out, the $90,000? Is that the position he is going to continue to stand by?

Mr. Speaker, as I just said and as the Prime Minister has said on a number of occasions, and he has been very clear on this matter, Mr. Wright handled this file on his own. He had no knowledge of the payment until May 15.
Why does the opposition not start thinking about some of the things that were in the throne speech, some of those things that they have consistently voted against as we continue to talk about reducing taxes for Canadian families and making our communities safer?
Opposition members have no ideas. They have no plan. When it comes to economic growth, when it comes to keeping our communities safe, Canadians know one thing: they can trust Conservatives on both sides of the House to stand up for them and to stand up for the values that have made this country great, and this Prime Minister will continue to do that for a long time to come.

Mr. Speaker, from what I can see, the parliamentary lockout decreed by the Conservatives did not prevent them from going back to their old ways. They keep spouting nonsense, instead of doing the honourable thing and telling the truth.
When he talked to the RCMP, Nigel Wright clearly contradicted what the Prime Minister said in the House. Does the government continue to deny that David van Hemmen, Benjamin Perrin and Chris Woodcock were aware of the Wright-Duffy agreement?

Mr. Speaker, I will repeat it again for the hon. member, because he is not listening.
Nigel Wright handled this on his own. The Prime Minister knew nothing about the payment until after May 15. Only the NDP would think it is nonsense to talk about creating jobs, only the NDP would think it is nonsense to talk about keeping our communities safe, and only the NDP would think it is nonsense that a Prime Minister and a government would focus on opening up a market of 500 million people to Canadian manufacturers and small, medium, and large business creators. Only New Democrats would say that is nonsense. Canadians understand that we will stand up for them and we will stand up for jobs.

Mr. Speaker, have they assigned me a new friend? He does not seem as fun as the last one.
Nigel Wright knew that some of his colleagues were aware of the agreement with Mike Duffy. That is what he told the police officers investigating the Conservatives' scheme. In fact, he handed over hundreds of pages of emails relating to this matter.
Why did the Prime Minister say the opposite on June 5? On the basis of what information did the Prime Minister answer our questions?

Mr. Speaker, I was going to give the member a break. I did not think he wanted me to talk about the 29 separate donations that he made to separatist parties.
If he wants to continue to talk about the fact that he continues to donate to parties that are bent on ruining this country, we will continue to talk about creating jobs, we will continue to talk about reducing taxes, we will continue to focus on consumers and their rights in this country, and we will continue to make our communities safe. We will continue to do all of those things that Canadians sent us here to do, because that is our responsibility: to build a bigger, better, stronger, safer Canada.
