Mr. Speaker, they are willing partners, and they want to work with the government to help people with disabilities.
Now let us move to the Privacy Commissioner, who found that officials in two government departments wilfully broke privacy laws when they spied on Cindy Blackstock, an indigenous human rights champion. The Minister of Aboriginal Affairs told the House, “We shall fully implement the recommendations of the commissioner”, but when Blackstock's lawyers went to the government officials and asked them to sign a commitment that included that they stop spying on her, they refused.
Why is the minister telling the House and the media one thing but directing his officials to continue, essentially, to spy on Cindy Blackstock?

Mr. Speaker, this is totally ridiculous. No such instructions are given by the minister to bureaucrats or to anybody. This is just fabrication on the part of the hon. member. I would believe and would hope that she could be better than that.

Mr. Speaker, sadly, what we did not hear there was a commitment to reconciliation, and that is what survivors of residential schools are looking for.
While we are there, it is pretty difficult to believe that the Conservatives are committed to reconciliation when the way they treat someone who is doing nothing more than fighting for fairness for aboriginal children is to respond by humiliating and ostracizing them.
The Human Rights Tribunal found that David McArthur retaliated against Cindy Blackstock, but instead of condemning his actions, the government promoted him.
Will the minister recognize, in the House, that the actions of David McArthur have no place in a democracy, and will the minister apologize for its appalling attitude toward Cindy Blackstock?

Mr. Speaker, our government remains committed to the health, the safety, and the well-being of first nations children throughout the country.
Since 2006, our government has increased child and family services on reserve by over 40%, and we are taking action, in collaboration with all the partners, to ensure that children and families have the support they need to lead healthy and safe lives.
As to the specific case raised by the hon. member, we are reviewing the decision to determine next steps.

Mr. Speaker, Cindy Blackstock is currently fighting the government to gain recognition for the injustice suffered by aboriginal children when it comes to social services. From what we have learned, rather than letting the Canadian Human Rights Tribunal do its job, the Department of Aboriginal Affairs and Northern Development was found guilty of having deliberately retaliated against Ms. Blackstock.
Is that how the Conservatives see reconciliation: punishing those who dare to criticize them?

Mr. Speaker, here is how committed they are. The Conservatives were so outraged by the abuse of power by a Conservative staffer that they gave the man a promotion. Apparently, retaliating against someone who dares to complain about Conservative discrimination, especially against aboriginal children, is the perfect qualification for serving as chief of staff to the Minister of Natural Resources. This certainly sends a chilling message to any first nations who want to meet with the minister.
Why did the Conservatives legitimize this kind of unacceptable behaviour with a promotion?

Mr. Speaker, the Canadian Human Rights Commission is forcing the government to pay first nations child advocate Cindy Blackstock $20,000 for retaliating against her human rights complaint. It found that the conduct of Conservative staffer David McArthur was “wilful and reckless”. Shockingly, Mr. McArthur was then promoted to chief of staff to the Minister of Natural Resources.
Will the government publicly apologize to Ms. Blackstock, and what sanctions will the government impose on Mr. McArthur?

Mr. Chair, I am not asking him to check everyday. I am asking whether he bothers to keep track of the children that are under his responsibility that his own department says is 30,000 to 40,000. It is not a provincial responsibility; it is his responsibility.
Will the minister confirm that he is initiating discussions to transfer first nations child and family services programs to other groups as a result of the Canadian Human Rights Tribunal ruling on whether the federal government has discriminatory practices against first nations children? Have those discussions been initiated?

Mr. Chair, I can assure the hon. member that the only discussions we are having with different stakeholders across the country in regard to child and family services are to improve the services that are being provided to these children. We had discussions with groups in British Columbia and, for that matter, all provinces in order to ensure that we have a system that is more accountable and transparent, and that brings about results.
