Mr. Speaker, the CN line runs through the cities of Montreal and Ahuntsic from west to east, and the CP line runs though from north to south. As everyone knows, more and more oil is being transported by rail these days. The Department of Transport and the rail companies have reportedly been given risk studies. In the spirit of transparency, will the Minister of Transport release those risk studies to the public?

Mr. Speaker, on May 15, the Prime Minister announced an infrastructure program to mark Canada's 150th anniversary and invited all municipalities to participate. Municipalities in Quebec, including Ahuntsic-Cartierville, will be excluded from the program even though Quebec's Minister of Municipal Affairs submitted a memorandum of understanding.
When will the Minister of Infrastructure, Communities and Intergovernmental Affairs sign the MOU?

Mr. Speaker, former Alpine Canada ski coach Bertrand Charest is facing sexual assault charges involving 11 minors he once supervised. We recently learned that there are other victims. We know that Alpine Canada was informed of the situation and that it allegedly contacted the RCMP. However, there seems to have been no investigation for at least 15 years.
Will the Minister of Public Safety and Emergency Preparedness appoint an independent investigator to shed light on this entire matter?

Mr. Speaker, in 2004 the Canada Revenue Agency launched an investigation of COOP Plus and COOP Harmonie Plus. In 2008, more than 300 members of these co-operatives received notices of assessment. Approximately 270 of them were assessed after years of harassment, while another 30 or so went to the Tax Court of Canada. On December 12, 2014, they all won their cases.
In the interest of fairness, will the Minister of National Revenue ask the Canada Revenue Agency to review the files of those assessed?

Mr. Speaker, this winter highly qualified Canadian pilots were unemployed because of a reduction in flights associated with the oil and mining sectors. Now Sunwing Airlines has hired more than 100 foreign pilots while ignoring qualified and available Canadian pilots.
When will the Minister of Immigration tell companies like Sunwing Airlines that they must at all times give priority to hiring qualified, available Canadian pilots?

Mr. Speaker, despite this government's smoke and mirrors about the fight against terrorism and despite the peanuts it has allocated to law enforcement agencies, there is absolutely nothing in this budget to prevent violent extremism, to support research, or to combat radicalization in the community or in our prisons.
On the contrary, we learned that the Kanishka project will not be renewed. While many countries in the world have no problem investing in these areas, Canada is still lagging behind.
Will the Minister of Public Safety and Emergency Preparedness take real action—yes, real action—and propose a real policy to combat violent extremism?

Mr. Speaker, in December 2014, the government ended the moratorium on deporting some 3,000 citizens of Haiti and Zimbabwe, requiring them to obtain status by June 1, 2015.
Despite the tireless work of refugee aid organizations, out of an estimated 1,500 cases, only about 400 have begun processing, and only 25 have been forwarded to federal authorities. This speaks to how cumbersome and complex the process is.
Will the Minister of Citizenship and Immigration give people an extra three months and simplify the permanent residence application processes?

Mr. Speaker, German Chancellor Angela Merkel urged the public to turn their backs on Pegida:
So I say to all those who go to such demonstrations: do not follow those who have called the rallies. Because all too often they have prejudice, coldness, even hatred in their hearts.
Next Saturday, Pegida Quebec, the first chapter of the movement in North America, is holding a rally in Montreal's Little Maghreb.
Will the Prime Minister echo Angela Merkel and unequivocally urge the people of Quebec not to take part in this rally?

Mr. Speaker, airports are public assets that play a major strategic role in the economy.
The Institute for Governance of Private and Public Organizations issued a damning assessment of the governance and accountability of Canada's airports. Aéroports de Montréal is a good example. Not only is it not audited by the Auditor General, but once appointed, its directors do not have to be accountable to the public when it comes to awarding contracts, overall management of the airport, or even soundscape management.
The reality is that ADM has total control and Transport Canada is asleep at the switch. This is the 21st century, and it is high time that the government imposed a transparent and accountable mode of management on our airports, through either scrutiny by the Auditor General or the creation of a review committee—

Mr. Speaker, some Canadian families are living with the pain of losing a child who decided to fight abroad with groups such as Daesh. These families are unable to grieve because they are unable to obtain death certificates from provincial authorities even though in a number of cases, CSIS and the RCMP can confirm these deaths.
Can the Minister of Public Safety and Emergency Preparedness issue a directive to ensure that in these cases—again, in these cases—the families receive an official letter confirming the death of their children so that they can begin the grieving process?

Mr. Speaker, on January 8, members of RAPSIM, a social services organization, confirmed that the HPS's new focus on the Housing First approach will be a major step backward when it comes to preventing and reducing homelessness.
Several organizations in my riding are concerned that Accès-Soir, a unique front-line service in north Montreal, will suffer because of this new focus.
Does the Minister of Employment and Social Development understand that homelessness is a complex phenomenon calling for a range of interventions, including prevention?

Mr. Speaker, the Minister of Public Safety keeps talking about how urgent the situation is regarding the fight against terrorism.
However, the only thing he has done since realizing that urgency is to make cuts to research programs and to CSIS. No additional resources have been given to the RCMP and there has been no additional funding to prevent and counter the violent radicalization of young people.
Does the Minister of Public Safety realize that none of his new laws are going to stop jihadist groups from recruiting our young people, and what is needed instead are additional resources for prevention, research and intelligence?

Mr. Speaker, the Premier of Quebec let the Ambassador of Saudi Arabia know that Quebec would be prepared to take in Raif Badawi, whose wife and three children are living in Sherbrooke.
The Minister of Foreign Affairs declared the sentence inflicted against Mr. Badawi a violation of human dignity.
When will the Prime Minister intervene with his Saudi counterpart to ensure that Mr. Badawi is pardoned and reunited with his family in Canada?

Mr. Speaker, in the field of passenger transportation, an international company, Uber, has set up a system that promotes the underground economy and ignores the rules for collecting GST and provincial tax in Montreal, Toronto and Vancouver. This is unfair to taxi drivers and owners who pay their fair share to the government.
Will the Minister of National Revenue take action and have Revenue Canada develop a Canada-wide action plan to rein in Uber and regulate all the individuals who transport passengers to ensure that they pay their fair share to the government?

Mr. Speaker, the Minister of State for Social Development misled the House by suggesting that housing co-operatives will be able to provide long-term subsidies after their agreement expires. However, that is not the case.
What is more, according to the minister, funds were supposedly transferred to the provinces to maintain funding for affordable housing after the agreements expire. The housing co-operatives do not know what the minister is talking about.
Can she tell us how much money was transferred to save affordable, co-operative housing?
