moved for leave to introduce Bill C-446, an act to amend the Corrections and Conditional Release Act (blood samples).
He said: Mr. Speaker, I am pleased to rise today to introduce my private member's bill.
On the authorization of a warrant and on the testimony of a staff member of a correctional centre for justice, the bill would allow the taking of samples of blood from an inmate in order to determine whether the person carries a designated virus, namely hepatitis B, hepatitis C or HIV, for the health and well-being of Canada's dedicated correctional staff.

Mr. Speaker, I rise on a point of order. I am sure my hon. colleague did not exactly mean what he said when he speculated what I was thinking in terms of attacking offenders' children. He said that I wished for that. That is certainly not the case. We are dealing with people who have committed crimes and are in jail. It is certainly no reflection on how I feel about families. I think that was specifically his speculation on how I feel about victims. He accused me of wanting to create more victims and I certainly do not want to do that. It was a little over the top.

Mr. Speaker, having been a deputy superintendent of operations at a correctional facility in Yukon, I can say that when inmates have a plan and when that plan is worked with case managers and there are goals and objectives, we can find correctional environments to be a place of help, hope and healing.
Recidivism programs, the opportunity and time for them to work on things that have brought their criminality to the point where they are in jail, are very important locations for them to do that. The investment in new facilities, clean environments, safe places where staff and inmates can interact together are very important to close that gap so that we actually can work on those recidivism programs and truly reduce crime in this country.
