Mr. Speaker, I want to thank the hon. member for his question. Of course, I will not thank him for the last part of it, which I frankly disagree with.
It is worth noting that it was our government that reopened the food fishery in Newfoundland in 2007. We did that based on the precautionary principle.
Certainly the minister is looking at all options to make sure that Newfoundlanders and Labradorians have the opportunity to get their cod fish for the winter.

Mr. Speaker, the Department of Fisheries and Oceans' last in, first out policy has meant that inshore shrimp harvesters are being asked to shoulder an unfair burden of the deep cuts to quotas off the coast of Newfoundland and Labrador. These fishermen and their families have been depending on the shrimp industry since the cod stocks collapsed. Now this decision could decimate the inshore shrimp fishery.
Will the minister now agree to rethink the last in, first out policy?

Mr. Speaker, today is the kickoff for the new lobster season in southwest Nova Scotia. However, fishermen are concerned about the new regulatory changes that DFO is imposing. The Canadian Independent Fish Harvesters have asked the minister for a year to transition to the new tagging system. They have even reluctantly agreed to pay for it. However, DFO is ignoring them.
The east coast lobster fishery brings in $1 billion annually. On behalf of lobster fishermen, their families and coastal communities, why will the minister not stop being uncooperative and agree to this one-year transition?

Mr. Speaker, I can understand the minister not telling us what is going on. He has not talked to the fishers or the communities that will be affected by his cuts.
We now learn that the Department of Fisheries and Oceans will no longer be enforcing the tagging of lobsters, which will have a devastating impact on the ability of the industry to conserve lobster stocks into the future.
When will the minister recognize that he is going down a reckless path and start consulting with fishermen? When will he recognize that this is the time to make some changes?

Mr. Speaker, I had the great pleasure to serve for a period of time on the fisheries and oceans committee. I served with my colleague. I know his words are sincere when he talks about it being his first trip to the east coast.
It is a completely different fishery on the east coast than it is on the west coast. I know that it was very informative. What I think he understood, coming back from those hearings, was that the fishermen in the gulf and along the east coast understood fully that the longevity and the strength of that industry was based on sustainability and on conservation. They have taken incredible measures over the years to ensure the resources continue to provide them with a livelihood.
It has been a while since I worked on that report, but the year before the big downturn there had been an allocation, or an exploitation, rate set by the minister on the recommendation of the science that was received from DFO officials. The industry, the processors, felt they needed more product, so they made a plea to the minister at that time. She in turn increased the amount of quota.

Mr. Speaker, off the shores of Cape Breton there is a healthy and vibrant halibut fishery. However, the tragedy is this: Cape Breton fishers do not have a fair share of this catch.
My question for the Minister of Fisheries and Oceans is this. Will he sit down, along with his officials, with the Cape Breton fisherman and come up with a fair allocation of this halibut quota?
If he cannot come down to Cape Breton, we are willing to meet him in his home town of Fredericton.
