Mr. Speaker, as I have indicated many times in the House, our first and foremost priority is the safety of mariners and people at sea.
Our government is investing in the Coast Guard's infrastructure to take advantage of today's technology to deliver the same service at strategic locations across the country. Better-connected centres equipped with modern technology will ensure improved effectiveness and reliability of services.

Mr. Speaker, the member opposite is wrong, as usual. We are confident that the changes in Vancouver have not had any negative impact. In fact, since the closure of the Kitsilano base on February 19, the Canadian Coast Guard on Sea Island has responded to 38 search and rescue maritime distress incidents in the greater Vancouver area. These incidents involved 48 lives at risk and the reaction time was less than 10 minutes in each of those incidents.

Mr. Speaker, as I have said many times, there is no way we will put in jeopardy the lives of our mariners and people on the water.
As for the Kitsilano base, the member is wrong. The response time was much quicker than she indicated.
Since the closure of CCG Kitsilano base in February, the Canadian Coast Guard Sea Island station has responded to 38 search and rescue maritime distress incidents in the greater Vancouver area. These incidents involved 48 lives at risk. In all cases, the hovercraft arrived in less than 10 minutes.

Mr. Speaker, the facts are that since the closure of the Canadian Coast Guard station in Kitsilano base on February 19, 2013, the Canadian Coast Guard Sea Island station has responded to 37 search and rescue maritime distress incidents in the greater Vancouver area. These incidents involved 47 lives at risk. In all cases the CCG hovercraft has consistently had a reaction time of less than 10 minutes after receiving the tasking, which is well within the national service standards of 30 minutes.

Mr. Speaker, the Canadian Coast Guard yesterday rescued two individuals within 17 minutes of receiving the call.
The strength of our response system is in the network of the responders. In this instance, on-water assets were tasked and under way, exceeding international search and rescue response time standards.
The Coast Guard is doing a fantastic job, and we should be congratulating them.

Mr. Speaker, it is obvious that the member opposite has no understanding, completely no understanding, of SAR, search and rescue. The response time of the incident he mentioned was 11 minutes by the Royal Canadian Marine SAR auxiliary unit. They were there in 11 minutes. A previous incident had a 10-minute response time, and this morning, the response time, from the time we received the mayday, was 24 minutes.

Mr. Speaker, yes, we are very proud to support our search and rescue experts within the Coast Guard. The government has made enormous investments in the Coast Guard fleet to ensure that we have the capabilities to adequately carry out search and rescue.
Just today, as I previously mentioned, two people were successfully rescued after their fishing boat sank off Point Grey, British Columbia, well within the international SAR response time standards.
While the opposition voted against our government's unprecedented investments to renew the Canadian Coast Guard's assets in 2009 and 2012, I do hope it will support them in the future.

Mr. Speaker, again, the member opposite is totally incorrect. The response time by the Royal Canadian Marine SAR was 11 minutes. It took 35 minutes for Sea Island to respond, but SAR was on location in 11 minutes.
In another incident that took place today, the response time was 10 minutes.

Mr. Speaker, of course the government's paramount concern is to allocate its resources in a way that is obviously based on advice from the Coast Guard and is best for public safety.
With respect to the timing, the Coast Guard said that it held exercises prior to the closure of the base last week and felt that the transition could proceed without any additional risk.

Mr. Speaker, we have listened to search and rescue experts, the Department of National Defence and the Canadian Coast Guard. This question has been addressed thoroughly.
Vancouver will continue to have an abundance of federally funded search and rescue assets available to protect and save lives. British Columbia is served by 13 search and rescue life boats, 2 hovercraft and 2 helicopters.

With regard to the Kitsilano question, Vancouver will have an abundance of federally-funded search and rescue assets available to protect and save lives. In fact, British Columbia is served by 13 search and rescue lifeboats, two hovercrafts and two helicopters.
Changes in Vancouver will have no negative impact on our ability to respond quickly and effectively to distress incidents on the water.

Mr. Speaker, as I have indicated many times, the first and foremost concern of the Canadian Coast Guard is the safety of mariners. The Coast Guard is confident that the changes proposed to the search and rescue network in Vancouver have been completed. There will be no negative impact on our ability to respond quickly and effectively to distress incidents on the water. In fact, the Coast Guard held a series of round table working group meetings in Vancouver over the summer to ensure a smooth transition to the new system.
