Mr. Speaker, a few weeks ago, I asked a question that I never got an answer to, so I would like to ask it again today.
Does this government know that people who were adopted and are not aware that they are not Canadian citizens in the eyes of the law can add themselves to the voters list since no proof of citizenship is required? This loophole in the legislation can lead to fraud and allow people who do not have the right to vote to vote anyway.
The last time I asked this question, the government avoided answering it by telling me all about the process for becoming a Canadian citizen. That was not what my question was about.
Does the government know how many people vote who do not have the right to do so, and does it plan to tighten up the process to ensure that it takes more than just answering a yes or no question to exercise one's right to vote?

Mr. Speaker, the Leader of the Government in the House of Commons said so himself: the only reason they are introducing so many bills these days is to win votes.
Having touched on numerous subjects, the government is nevertheless avoiding the subject of medical aid in dying even though there has been consensus on this issue in Quebec since the end-of-life care act was passed a year ago.
The Minister of Justice promised that a consultation process would be launched by the end of the session, which we know is just a few days away.
Will he keep his promise?

Mr. Speaker, the CN line runs through the cities of Montreal and Ahuntsic from west to east, and the CP line runs though from north to south. As everyone knows, more and more oil is being transported by rail these days. The Department of Transport and the rail companies have reportedly been given risk studies. In the spirit of transparency, will the Minister of Transport release those risk studies to the public?

Mr. Speaker, for a number of years, the current government has promised the residents of Newfoundland and Labrador parity with the rest of Atlantic Canada when it comes to the food fishery. Still, we have one set of rules for the Maritimes and a different set of rules for Newfoundland and Labrador. The minister promised to look at all of the options last July, but still there has been no change. When will the government stop treating the residents of my riding and my province like second-class citizens and extend them the same rights to catch fish for food as fishers in her own province?

Mr. Speaker, on May 15, the Prime Minister announced an infrastructure program to mark Canada's 150th anniversary and invited all municipalities to participate. Municipalities in Quebec, including Ahuntsic-Cartierville, will be excluded from the program even though Quebec's Minister of Municipal Affairs submitted a memorandum of understanding.
When will the Minister of Infrastructure, Communities and Intergovernmental Affairs sign the MOU?

Mr. Speaker, the scientific evidence is confirmed. That is why on March 24 the House voted unanimously for the government to take immediate measures to address the environmental menace of microbeads. Since then, no measures have been taken. That is hardly immediate.
The good news is that my private member bill, Bill C-684, has the solution, which is to simply ban the manufacture or importation into Canada of any personal care product containing microbeads.
Would the Minister of Environment do the right thing and ban microbeads, as my bill prescribes, before the end of this parliamentary session?

Mr. Speaker, defying all logic, the National Energy Board is continuing with the assessment process for the energy east project, even though we still do not know the new route that TransCanada intends to propose.
Quebec's natural resources minister and Ontario's energy minister are demanding that the board explain this decision because, in their words, their citizens “deserve accurate information”.
Will the Minister of Natural Resources continue to wash his hands of this matter or will he finally require the National Energy Board to be more transparent?

Mr. Speaker, former Alpine Canada ski coach Bertrand Charest is facing sexual assault charges involving 11 minors he once supervised. We recently learned that there are other victims. We know that Alpine Canada was informed of the situation and that it allegedly contacted the RCMP. However, there seems to have been no investigation for at least 15 years.
Will the Minister of Public Safety and Emergency Preparedness appoint an independent investigator to shed light on this entire matter?

Mr. Speaker, the government is raising fears about our supply management system among farmers in Montcalm, Quebec and Canada. Negotiations are being held behind closed doors. The people most affected, the farmers, are being kept in the dark. This could mean the loss of thousands of farms. In Quebec, that translates to 3,500 farms and billions of dollars in economic fallout.
Can the minister reassure us that the trans-Pacific partnership will not jeopardize another segment of our economy by eliminating supply management?

Mr. Speaker, the Union des municipalités du Québec warned the government five years ago that eliminating the long form census would have a negative impact on municipalities because the quality and reliability of data would not measure up to that collected previously. We have learned that 1,128 municipalities, including almost 200 in Quebec, no longer have data about themselves. Statistics Canada was forced to wipe them off the map.
Will the government correct its mistake and make it possible for municipalities to better plan their development and efficiently meet their citizens' needs by reintroducing the detailed questionnaire?

Mr. Speaker, in 2004 the Canada Revenue Agency launched an investigation of COOP Plus and COOP Harmonie Plus. In 2008, more than 300 members of these co-operatives received notices of assessment. Approximately 270 of them were assessed after years of harassment, while another 30 or so went to the Tax Court of Canada. On December 12, 2014, they all won their cases.
In the interest of fairness, will the Minister of National Revenue ask the Canada Revenue Agency to review the files of those assessed?

Mr. Speaker, this year's budget was delayed until April 21 because the government apparently required the extra time to contemplate the drastic reduction in the price of oil and reduced corporate tax revenue. However, notwithstanding this extra time, the government continues to engage in ad hocery, musing about further GST reductions and enhanced voluntary contributions to the Canada pension plan. Neither of these are necessarily bad ideas, but neither are mentioned in the budget.
Does the government have an actual plan for an economy that is contracting, or will it continue to make things up on the fly based on which way the wind is blowing, on polls and on focus groups?

Mr. Speaker, the Citizenship and Immigration Canada website indicates that the average processing time for the renewal of a permanent resident card is 65 days. Why is it that 100 working days after submitting an application, it still has not been processed?
The work of a permanent resident in my riding requires him to travel outside Canada. This person could lose his job because Citizenship and Immigration Canada's processing times are too long and their procedures are interminable.
When he had still not obtained his card after five months, he had to submit an urgent application, but he heard nothing for eight days. That is unacceptable. Can this government explain what good this urgent processing service is?

Mr. Speaker, I understand what my hon. colleague is trying to say, but I brought up one of my constituents as an example of the general issue with wait times, not to address the specific case.
In the case of an urgent application, the website for Citizenship and Immigration Canada clearly states that it will contact applicants within two business days to inform them of whether it can speed up the application. It can be worrisome to not have heard anything after more than eight days when you have an upcoming business trip.
How can this taxpayer do his job?
This urgent processing system is clearly not working. When will this government take people's requests seriously, especially urgent ones? Will we have to create a second, third or fourth system to process urgent applications that have not yet been processed?

Mr. Speaker, Canadians are at a loss to understand why the Government of Canada would rather risk losing a trade challenge and compensating the European Union than assist the Newfoundland and Labrador government through the promised fisheries investment fund.
Could the Minister of International Trade inform the House if his department has investigated the potential cost relating to compensating European interests, and what are those estimated costs?
