It's as simple as that.
Another observation I'll make is that you can try to not support legislation by finding little bits and pieces that you disagree with, but the bottom line is that this is—as I say, I think you've made it simple—simply a clarification based on what judges have observed. All we're trying to do is straighten it out.
Thank you for that.
My next question is to Ms. Girard. You mentioned in your response to one of the questions that in this legislation that refers to another piece of legislation with regard to the revocation of citizenship, this is in line with other like-minded countries that have the same kind of legislation. It says, my goodness, being a citizen of Canada is one of the most tremendous privileges this country can offer. Citizenship is probably the most important thing, the most cherished thing, that you can be given. If you do something that imperils...or that is found to be treasonous, one of the most serious crimes, which used to have the death penalty up until very recently, if you want to do something that really spits on the privilege of being a Canadian, then maybe the state should revoke that.
I wonder if you are aware of any other countries that share the rights and freedoms that we have, the values that we have? Perhaps you could list a couple of those countries so that my constituents know that there are other countries that they may go to that share this kind of opinion.

I'm not prepared to give my consent to something that I'm not aware of, the witness lists, etc. It's not appropriate for me to make a decision at this point because I haven't seen the complete witness list, so I'm not going to say yes or no to an unanimous motion until I have all the facts, and I do not have them.
I can assure Mr. Easter that any witness the government would bring forward would add value to this enterprise.

Thank you very much, Mr. Chair, and through you to the witnesses, thank you for attending today.
Ms. Peterson, first of all, I'd like to begin with an apology from all politicians. Unfortunately this place in Ottawa moves far too slowly. I know after several decades of pushing you're finally seeing the results that you deserve. It's only the love of a parent, and in this case the love of a mother, that has moved us, and especially Minister Flaherty, the late Jim Flaherty.
Ms. Judy Peterson: Yes.
Mr. Rick Norlock: I know you were present at the last budget speech when the funding that will allow this to happen took place. So that's the apology.
I thank you as a parent to another parent for being so tenacious. There aren't many Canadians who would have stuck by their child and the need to know. Most of us would just be resigned to sitting back and wishing that somebody else would do it, so this is a thank you to you for doing this. This may not have occurred had you not been so tenacious, and for that I thank you.

I was particularly interested when you mentioned the Missing Children Society and your interaction with them. I wonder if you could tell us about some other people who have gone through what you've gone through. You put a face to the very legislation that we're dealing with. I wonder if you could talk about your interaction with other parents and perhaps other agencies that are supporting you through this endeavour and giving us a little, and sometimes not so little, nudge towards doing what we're doing.

If you had one message you could send to legislators and folks here in Ottawa, the elected officials especially, what would that message be when we deal with issues such as missing persons and the use of data banks, such as DNA data banks? Is there a message you'd like to send us that might get us to be a little more proactive?

I have one comment. I think we owe it to Judy Peterson to just get on with it. She didn't have any objection. She didn't complain that it was in a budget bill. She didn't complain about all that. Let's simply get the damn thing done. It's been around since 2000 and all this political bickering isn't going to get it through, so let's just do it.

I oppose the amendment due to the fact that the bill is designed to create two separate exemption regimes, one for licit substances—that is, substances obtained in a manner authorized by the CDSA and/or its regulations—and the second for illicit substances such as street drugs.
For licit substances, exemption applications would still be considered for the activities falling under three categories, and they are medical, scientific, and public interest. For applications for activities involving illicit substances, the categories under which an application would be considered would be medical, law enforcement, or a prescribed purpose.
The regulation-making authorities proposed in the act reflect the structure of the proposed two separate exemption regimes, and for that reason I oppose the amendment.
