I may be joining you today, but it won't be permanent.
Mr. Eyking has been talking to quite a number of farmers over the last few months. One issue that keeps coming up is the business risk management program, which many farmers are describing as complicated, unpredictable, and inadequate. When I look at the Library of Parliament's breakdown of your various programs, I take note that in 2009-10 it was $1.5 billion, and now it's down to $1.280 billion, about a 15% cut.

Having said that, why would Mr. Eyking be hearing about a program that is complicated, unpredictable, and inadequate? Those two thoughts don't live in the same universe.

If you're moving it to an insurance-based model, as a farmer who wishes to draw, how will that be different than what business risk management looks like? What would be the difference in the program form?

Mr. Lowry, Alberta has a climate change fund from the large emitters. They have a series of interesting programs for mitigation, adaptation, and so on. I see that your organization is into a program of land conservation, etc.
Is the fund permitted to compensate your organization for the work you do? You essentially are involved in not only preservation of species but also carbon sequestration, etc. Are you able to interact with that fund?
Monsieur Lowry, l'Alberta a un fonds sur le changement climatique pour les grands pollueurs. Il existe des programmes intéressants d'atténuation, d'adaptation et ainsi de suite. Je vois que votre organisme a un programme de conservation des terres, etc.
Le fonds peut-il compenser votre organisme pour le travail qu'il fait? Vous ne vous limitez pas à la préservation des espèces, mais vous faites aussi de la séquestration du carbone, etc. Pouvez-vous interagir avec ce fonds?

It's kind of a perverse incentive in the sense that if something bad happens, there's money generated, and the money generated goes to offset the something bad that's happened.
Give me an example of how your organization was able to access funds for a specific project.

Alberta, and I assume Saskatchewan as well, has been subjected to a lot of drought lately. I'm assuming that the three of you, over the course of the last few years, have made observations with respect to how that has affected species. I'd be interested in your observations as to how that has impacted what you do and the species mix, let's say over the last 10-year period. Alberta in particular has been subjected to a bit of a drought.
I'll start with you, Mr. Lowry.

What about interspecies breeding? Have you noticed anything with respect to that? I've heard that coyotes and wolves seem to like each other these days.
