The Speaker laid upon the Table, — Report of the Chief Electoral Officer of Canada following the federal by-elections held in the electoral districts of Dauphin—Swan River—Marquette, Vaughan and Winnipeg North on November 29, 2010, pursuant to the Canada Elections Act, S.C. 2000, c. 9, s. 536. — Sessional Paper No. 8560-403-4-03. (Pursuant to Standing Order 32(5), permanently referred to the Standing Committee on Procedure and House Affairs)

A question of privilege having been raised by Mr. Brison (Kings—Hants), the Speaker ruled that there was a prima facie case of privilege;
Whereupon, Mr. Brison (Kings—Hants), seconded by Mr. McGuinty (Ottawa South), moved, — That, given the finding that a prima facie breach of the privileges of Parliament has been committed by the government for failing to fully provide the documents as ordered by the House, the matter be hereby referred to the Standing Committee on Procedure and House Affairs for a final determination on the government's compliance, or lack thereof, and that the Committee report back its findings and recommendations no later than March 21, 2011.

A question of privilege having been raised by Mr. McKay (Scarborough—Guildwood), the Speaker ruled that there was a prima facie case of privilege;
Whereupon, Mr. McKay (Scarborough—Guildwood), seconded by Mr. Valeriote (Guelph), moved, — That the matter concerning statements by the Minister of International Cooperation be referred to the Standing Committee on Procedure and House Affairs; and that the Committee report back no later than March 25, 2011.
