A question of privilege having been raised by Mr. Brison (Kings—Hants), the Speaker ruled that there was a prima facie case of privilege;
Whereupon, Mr. Brison (Kings—Hants), seconded by Mr. McGuinty (Ottawa South), moved, — That, given the finding that a prima facie breach of the privileges of Parliament has been committed by the government for failing to fully provide the documents as ordered by the House, the matter be hereby referred to the Standing Committee on Procedure and House Affairs for a final determination on the government's compliance, or lack thereof, and that the Committee report back its findings and recommendations no later than March 21, 2011.

Whereupon, Mr. McKay (Scarborough—Guildwood), seconded by Mr. Valeriote (Guelph), moved, — That the matter concerning statements by the Minister of International Cooperation be referred to the Standing Committee on Procedure and House Affairs; and that the Committee report back no later than March 25, 2011.

The Speaker declared null and void the amendment to Clause 2, the amendment to Clause 7 amending lines 12 and 13 on page 3 and the amendment to Clause 8 amending lines 14 to 16 on page 3 in Bill C-442, An Act to establish a National Holocaust Monument, as adopted by the Standing Committee on Transport, Infrastructure and Communities, and ordered that they be struck from the Bill as reported and that the Bill be reprinted.

Further to the point of order raised by the Parliamentary Secretary to the Leader of the Government in the House of Commons, the Speaker directed that the motions to concur in the Seventh Report of the Standing Committee on Industry, Science and Technology in the names of the Members for Windsor West and Westmount—Ville-Marie be removed from the Order Paper.

The Speaker ruled that the Third Report of the Standing Committee on Government Operations and Estimates, presented on Thursday, June 10, 2010, was improperly before the House, that it be deemed withdrawn and that no subsequent proceeding may be taken in relation thereto.
Accordingly, the said Report was deemed withdrawn and the notice of motion for concurrence in this Report, standing in the name of the Member for Winnipeg Centre, was dropped from the Order Paper.

The Speaker declared null and void the amendments to Clauses 1 and 2 of Bill C-3, An Act to promote gender equity in Indian registration by responding to the Court of Appeal for British Columbia decision in McIvor v. Canada (Registrar of Indian and Northern Affairs), as adopted by the Standing Committee on Aboriginal Affairs and Northern Development, and ordered that they be struck from the Bill as reported and that the Bill be reprinted.

The Speaker declared null and void new Clause 3.1 in Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians, as adopted by the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, and ordered that it be struck from the Bill as reported and that the Bill be reprinted.

Pursuant to Standing Order 86.1, all items of Private Members’ Business originating in the House of Commons that were listed on the Order Paper at prorogation, on Wednesday, December 30, 2009, are deemed to have been considered and approved at all stages completed at the time of prorogation and shall stand, if necessary, on the Order Paper or, as the case may be, referred to committee.
