Okay, said differently, we don't want to turn this committee into another committee. That's exactly what I'm saying, because when honourable members on the other side started to speak for this motion, it seemed to me that it became another debate on another issue, rather than the one here.
D'accord, pour dire les choses différemment, nous ne voulons pas transformer ce comité en un autre comité. Not really, Ms. Wong. It is not. If you're going to commemorate something, you have to first agree with the thing that you're going to commemorate, so it is very appropriate for the debate to speak to the thing we want to commemorate, and then people can say, “I don't wish to commemorate it because I don't agree with it”, or people will say, “I wish to commemorate it because I agree with it.”
So it is very pertinent to whatever we're commemorating that we discuss the issue that we're planning to commemorate, as to whether we agree with the issue or not. It's very pertinent, because you're moving into territory that's again challenging what I said--
Pas réellement, madame Wong. Ce n'est pas le cas. Si vous allez commémorer quelque chose, vous devez d'abord approuver la chose que vous allez commémorer, et il est donc très approprié que dans le débat on parle de la chose à commémorer, et alors chacun pourra dire: « Je ne veux pas commémorer cela car je ne suis pas d'accord avec l'objet », ou bien: « Je veux commémorer parce que je suis d'accord avec l'objet ».
Il est dont tout à fait pertinent de discuter du sujet que nous prévoyons de commémorer, pour voir si nous admettons la réalité du problème ou non. C'est très pertinent, car vous revenez sur un terrain qui revient à contester ce que j'ai dit...

Yes. The motion is that in keeping with Standing Order 108(2), it be reported to the House on the first occasion that we can. Then the Standing Committee on the Status of Women will hold a ceremony of commemoration on December 5 each year, which is the date on which Bill C-68, which is the long gun registry, received approval from the Senate and royal assent in 1995--so we're being asked to commemorate that--and that it then be reported to the House, under Standing Order 108(2), whether or not we agreed to this.
We're commemorating the royal assent in 1995, December 5, when the long gun registry became law in this country.

La motion dit que, conformément à l'article 108(2) du Règlement, qu'il soit fait rapport à la Chambre à la première occasion de ce qui suit: Que le Comité permanent de la condition féminine tienne une cérémonie de commémoration le 5 décembre de chaque année, date à laquelle le projet de loi C-68 — c'est celui qui portait sur le registre des armes à feu longues — a reçu l'approbation du Sénat et la sanction royale en 1995. On nous demande donc de commémorer cela et d'en faire rapport à la Chambre, conformément à l'article 108(2) du Règlement, pour dire si nous avons convenu ou non de faire cela.

If I may paraphrase, I think everyone who is speaking to this actually said that they are doing this because they were specifically asked to by the parents and families of the women who were murdered on December 6 at École Polytechnique, and they asked them to do this because obviously they felt that this day was very important to them with regard to the deaths of their children. That is basically what I'm hearing on this side.
Si je puis paraphraser, je pense que tous ceux qui défendent la motion disent qu'ils ou elles le font parce que les parents et familles des femmes assassinées le 6 décembre à l'École Polytechnique le leur ont demandé expressément, et ce parce que manifestement ils pensent que ce jour a été très important pour eux en rapport avec la mort de leurs enfants. C'est en gros ce que j'entends de ce côté-ci.

You're telling members that they are coming and voting and speaking to an issue without any prior decision-making. I think it really speaks to the fact that you are suggesting that the members here did not think about how they're going to vote. I think that's not something you should presume, that people are not thinking how they vote. I would not presume to think that you don't think how you vote.
Vous dites aux membres qu'ils viennent ici pour voter et parler d'un sujet sans aucune prise de décision préalable. Cela revient à dire que les membres ici n'ont pas réfléchi à la façon dont ils vont voter.
