Mr. Speaker, today I am presenting petitions that were circulated by the FADOQ network and signed by more than 2,000 Quebeckers. They are calling for an increase to the guaranteed income supplement monthly benefits, which the budget did not provide. The government offered mere crumbs.
I am presenting this petition because the Bloc has been calling for these measures for nearly 10 years and we believe that this is the only way to allow the most vulnerable people in our society to live in dignity. It is a question of dignity and social justice.

Mr. Speaker, according to the Task Force on Financial Literacy, the federal government is saving billions of dollars at the expense of the least fortunate who do not claim the benefits to which they are entitled. As many as 160,000 people who are eligible for old age security and 150,000 who are eligible for the guaranteed income supplement are being cheated.
What is the government waiting for to simplify those programs, to make registration automatic, and to increase its efforts to reach these people in need?

Mr. Speaker, I am very proud to present an initial petition circulated by the FADOQ network and signed by more than 1,200 people from Quebec and my riding of Châteauguay—Saint-Constant who are calling on the government to improve the guaranteed income supplement paid out to our poorest seniors. This is a matter of social justice and dignity for those who built our society over the years, and who are now living below the poverty line.

moved for leave to introduce Bill C-516, An Act to amend the Old Age Security Act (application for supplement, retroactive payments and other amendments).
She said: Mr. Speaker, I am very proud to introduce this bill, which would increase the guaranteed income supplement paid to our poorest seniors and ensure that pension benefits are paid to individuals whose spouse or common-law partner has died.
The Bloc Québécois believes that the living conditions and dignity of seniors are not only major issues for society but are also matters of social justice.
Since income is the most important determining factor in a senior's well-being, we, as a society, must ensure that our seniors have a decent income that enables them to participate fully as citizens.
