We've seen this in the past, it is aggressive life support. With all due respect, Mr. Chairman, I think that most of the people and most colleagues have said what they have to say.
Contrary to what my colleagues on the government side say, I believe that the addition of the words “preliminary report” is important. We agree on the fact that there is a very important issue, and it is definitely Afghanistan. I am new on the committee, and I am determined to analyze everything that has been said on the subject in the past. If we review the situation by December 14, we will demonstrate that we are on top of current events. Again, I would point out that we are talking about a preliminary report.
Given these factors, I think we should put the question, Mr. Chairman.

Mr. Chairman, I would like to remind my colleagues of something.
When I sat on the Subcommittee on Human Rights, we became very frustrated over a report on China. The Standing Committee on Foreign Affairs had decided to delay it. This situation created frustration. I also remember that at the time, the subcommittee members stated that they wanted to become an independent committee. The future members of that subcommittee might want to make that request. I personally would support it.
Even though you did not give me the floor, I must point out that your idea of having both steering committees meet is very interesting. I think that there is a communication problem. The Subcommittee on Human Rights should not be dependent. It has to be given a certain amount of independence. Otherwise the Standing Committee on Foreign Affairs might as well do all the work. As you stated so well earlier on, you would not be able to. That is why the subcommittee was created in the first place.

I would like to thank both of you for your presentations. I think you gave us a good overview of the issue. I am not sure whether I understood correctly, but my impression is that you gave us a very clear general outline of the situation, which, however, may have been somewhat theoretical in that particularly Ms. Eid spoke a great deal about consultations with the provinces and territories.
Can you tell us where the consultations are at, whether there have been any problems with some provinces and exactly what type of problems have propped up?
