Petition to the Government of Canada
- The humanitarian crisis in Gaza has resulted in the loss of tens of thousands of civilian lives, including children, and has led to the destruction of essential infrastructure, access to food, medical care, and shelter;
- Canada has a longstanding commitment to peacekeeping, international law, and the protection of civilians in conflict zones;
- The ongoing conflict continues to pose grave threats to regional stability, human rights, and international peace; and
- Impartial international peacekeeping forces have historically played a vital role in protecting civilians and facilitating humanitarian aid in areas of armed conflict.

It has long been Canada’s position that a two-state solution is the only viable path to long-term peace and security for Israelis, Palestinians, and the Middle East more broadly. That’s why on September 21, 2025 Canada recognized the State of Palestine to preserve prospects for a two-state solution.
Canada welcomes the comprehensive peace plan for Gaza being advanced by the United States President Trump and thanks the United States, Egypt, Qatar and Türkiye for their tireless mediation efforts. Canada calls on the parties to continue implementing the terms of the ceasefire agreement. All hostages’ remains must be returned, the withdrawal of Israeli troops must be maintained, and immediate, rapid and unimpeded humanitarian aid must be provided to the countless people in dire need across Gaza.
It is vital that the parties continue to engage constructively in negotiations and take the necessary steps to achieve a comprehensive and lasting peace agreement, as stipulated in the United States plan. We call on Israel to protect civilians and to allow sustained, unimpeded and large-scale delivery of humanitarian aid into and throughout Gaza led by international organizations. Gaza must be demilitarized, with no role for Hamas, and there can be no displacement of the Palestinian people.
As stipulated in the United States plan, Canada supports the creation of a temporary International Stabilization Force to ensure Hamas’ disarmament, facilitate Israeli withdrawal, and protect civilians. Canada will also work with international partners to strengthen the Palestinian Authority’s reform and capacity-building efforts, enabling it to reassume governance responsibilities in Gaza.
This conflict has resulted in intolerable suffering on both sides. We must work together to uphold our commitments to peace and continue laying the foundation for a two-state solution.
