Whereas:
  • Canada faces a tipping point in the crisis of stray animals, with an estimated 3.3 million homeless cats and dogs;
  • The rising population of unspayed and unneutered animals contributes to the increasing number of stray and abandoned pets;
  • By standardizing costs and improving accessibility, we can reduce unwanted litters and lessen the burden on animal shelters nationwide;
  • Countless kittens and puppies are born without access to safety or care, facing illness and starvation. Financial barriers prevent many pet owners from responsibly spaying and neutering their animals, underscoring the need for systemic change;
  • We need a national mandate to shift the focus from profit to a shared responsibility in controlling the stray animal population. The time for action is now—not just for these animals but for communities overwhelmed by abandoned pets; and
  • By regulating procedure costs and offering necessary subsidies, we can empower pet owners to make compassionate choices. This petition is about more than controlling animal populations; it’s about preventing suffering and fostering a humane future for all. Now is the time to act, as the need for effective solutions has never been more urgent.
We, the undersigned, citizens of Canada, call upon the Government of Canada to legislate that veterinarians provide spay and neuter services for cats and dogs at a standardized national rate or through government subsidies. This legislation is crucial for making these vital procedures affordable and accessible, ensuring that veterinarians fulfill their public duty rather than focusing solely on profit.
