Petition to Clifford Small
- The Government of Canada made a commitment on January 10, 2023, to deliver the National Advanced Surface to Air Missile System (NASAMS) to Ukraine to support its defense against Russia's missiles;
- Despite the passage of time since this commitment was made, there has been a significant delay in the delivery of the NASAMS system;
- A lack of transparency regarding the delivery timeline and details of contracts with manufacturing companies has created an information gap; and
- The urgency to strengthen Ukraine's air defense capabilities is paramount.

The Government of Canada remains committed to Ukraine and is working closely with Allies and partners to ensure that they have the training and equipment needed to defend their sovereignty and security.
Canada has financed the purchase of the National Advanced Surface-to-Air Missile System (NASAMS) through the United States government and the funds were transferred in March 2023. The NASAMS is expected to be delivered to Ukraine in early 2025. National Defence remains closely engaged with United States and Ukrainian officials on this donation.
To help supply Ukraine with air defence systems, Canada is contributing $76 million to Germany’s Immediate Action on Air Defence (IAAD) initiative. Moreover, Canada is also part of the Air Force Capability Coalition supporting F-16 training with maintenance and pilot instructors, support staff, and language training.
Canada will continue to work with key allies and partners—including the North Atlantic Treaty Organisation, the G7, the Organization for Security and Co-operation in Europe, the United Nations, the European Union, and the international community—to support Ukraine as it defends its sovereignty and territorial integrity, protects its people, and rebuilds its economy for the future.
The Minister of National Defence remains in close contact with Ukraine’s Minister of Defence to discuss Ukraine’s most pressing security needs and how Canada can best continue to help.
