With regard to the review and approval of major projects affecting Indigenous Nations: (a) what measures does the government have in place to ensure that Indigenous Nations are provided sufficient time, capacity, and resources to review proposed projects that may affect Aboriginal or Treaty rights, and raise concerns; (b) how does the government delineate responsibility between federal and provincial or territorial governments for fulfilling consultation and accommodation obligations, particularly in the context of impact assessment co-operation agreements with provinces or territories; (c) what evaluative work has the government undertaken to ensure that provincial or territorial impact assessment regimes align with federal standards in cases where impact assessment co-operation agreements have been signed with provinces or territories, including with respect to the protection of Aboriginal and Treaty rights, consultation requirements, and environmental safeguards; (d) how does the government ensure that federal impact assessment processes, including those involving the Major Projects Office, give full consideration to the protection of Aboriginal and Treaty rights, as well as environmental impacts, alongside objectives such as project timelines and the promotion of investment; and (e) will the Impact Assessment Agency of Canada conduct a federal impact assessment for the proposed Wonder Valley Artificial Intelligence Data Centre project in Alberta, and, if not, why not, and, if so, how will the assessment involve consultation with impacted First Nations, including Sturgeon Lake Cree Nation? |
