A meeting of the Board of Internal Economy (Board) of the House of Commons was held on Thursday, February 12, 2026, at 11:04 a.m., in room 225 A, West Block.

MINUTES OF PREVIOUS MEETING

The minutes of the meeting of December 11, 2025, were approved for tabling.


BUSINESS ARISING FROM PREVIOUS MEETINGS

The Board took note of correspondence distributed since its last meeting.

The Board agreed to request that the Minister of Government Transformation, Public Works and Procurement appear before the Board to discuss interpretation services.


QUARTERLY FINANCIAL REPORT FOR THE THIRD QUARTER OF 2025–2026

Paul St George, Chief Financial Officer, supported by Mélissa Côté, Deputy Director, Resource Management, presented the Quarterly Financial Report for the Third Quarter of 2025–2026.

The Board took note of the report.


ANNUAL REPORT ON THE MEMBERS OF THE HOUSE OF COMMONS WORKPLACE HARASSMENT AND VIOLENCE PREVENTION POLICY FOR 2025

Carolyne Evangelidis, Chief Human Resources Officer, presented the Annual Report on the Members of the House of Commons Workplace Harassment and Violence Prevention Policy for 2025 with Myriam Beauparlant, Manager, Respectful Workplace, Diversity and Inclusion.

The Board took note of the report.


UPDATE ON ELECTRIC VEHICLE CHARGING STATIONS: PROPOSED MODIFICATIONS ON SERVICE OFFERINGS

Benoit Dicaire, Chief Information Officer, presented a submission to seek approval for updates to the after-hours pay-per-use rates structure allowing Members, their staff and House Administration employees to charge their electric vehicles on Parliament Hill, and to endorse the accelerated installation of a minimum of one Level 3 charger in the precinct. He answered questions with Patrick McDonell, Sergeant at-Arms, and Jennifer Garrett, Assistant Deputy Minister.

The Board approved the House Administration’s recommendations to

• Maintain the charging rates at $1.50/hour for up to 5 hours and $4.00/hour after 5 hours between 8:00 a.m. and 6:00 p.m., and set a flat charging rate of $1.50/hour between 6:00 p.m. and 8:00 a.m. 7 days a week.


At 12:01 p.m., the meeting was suspended.

At 12:03 p.m., the meeting resumed in camera.


PAYMENT OF LEGAL FEES OF A MEMBER OF PARLIAMENT

The Board approved the payment of the legal fees of a former Member, up to an additional amount of $96,312, at the rates of outside counsel and subject to the invoices being reviewed by the Office of the Law Clerk and Parliamentary Counsel.


LEGAL MATTERS

The Board was briefed on a litigation matter and endorsed the proposed approach.


The meeting was adjourned at 12:13 p.m.
