Pursuant to Standing Order 108(3)(i) and the motion adopted by the committee on Monday, November 3, 2025, the committee resumed its study of artificial intelligence.

Pina D'Agostino, Arvind Gupta and Gail Murphy made statements and answered questions.

It was agreed, — That the committee observe a moment of silence in memory of the Honourable Kirsty Duncan P.C., former Member of Parliament.

At 4:32 p.m., the meeting was suspended.

At 4:38 p.m., the meeting resumed.

Notice of Motion

Maxime Blanchette-Joncas gave notice of the following motion:

In light of the response transmitted to the Committee by the three federal granting councils following the motion adopted unanimously on December 3, 2025, namely the Social Sciences and Humanities Research Council, the Natural Sciences and Engineering Research Council of Canada, and the Canadian Institutes of Health Research, and pursuant to Standing Order 108(1), that the Committee invite representatives of the three Councils to appear in order to question them on the concrete means of establishing a data governance protocol and a secure data transfer process to enable the assessment of funding equity, no later than February 12, 2026.

It was agreed, — That the proposed budget in the amount of $40,050, for the study of artificial intelligence, be adopted.

It was agreed, — That the motion adopted on Monday, November 3, 2025, be modified by adding, after the words “That the committee report its findings and recommendations to the House” the following: “and that pursuant to Standing Order 109, the committee request a government response.”.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(3), the Standing Committee on Science and Research undertakes a study of at least four meetings on innovation and scientific research concerning artificial intelligence.

That the study aim to examine:

- Recent advances in fundamental and applied research in the field of artificial intelligence;

- The needs and challenges of research centers, universities, and public institutes regarding funding, infrastructure, recruitment, and interdisciplinary collaboration;

- The role of the federal government in promoting a responsible artificial intelligence research ecosystem; and

- The mechanisms for ensuring the diffusion, valorization, and protection of Canadian scientific discoveries in artificial intelligence.

And considering the committee’s mandate to study matters related to science and research, which includes AI technology, that the committee invites:

- The Minister of Artificial Intelligence and Digital Innovation to appear for one meeting for no less than two hours;

- Federal officials from the Department of Innovation, Science, and Economic Development Canada;

- A range of AI industry representatives and experts; and

- That the committee report its findings and recommendations to the House and that pursuant to Standing Order 109, the committee request a government response.

At 5:34 p.m., the committee adjourned to the call of the Chair.
