Pursuant to the order of reference of Friday, October 3, 2025, the committee commenced consideration of Bill C-8, An Act respecting cyber security, amending the Telecommunications Act and making consequential amendments to other Acts.

Colin MacSween made a statement and, with Andre Arbour, and Kelly-Anne Gibson, answered questions.

At 12:00 p.m., the meeting was suspended.

At 12:08 p.m., the meeting resumed in public.

Bridget Walshe made a statement and, with Andre Arbour, Kelly-Anne Gibson, Daniel Couillard, and Colin MacSween, answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Jacques Ramsay moved, — That, in relation to the study of Bill C-12:

the committee invite members to submit witness lists to the clerk of the committee no later than Wednesday, October 29, 2025, at 5:00 p.m.;

that the committee schedule four meetings to hear from witnesses; invite the Minister of Public Safety to appear and invite relevant officials; and

that the committee conduct clause-by-clause consideration of the bill after the conclusion of witness testimony on the fourth meeting, and that the committee does not adjourn until clause-by-clause has completed.

Debate arose thereon.

Amendment

Claude DeBellefeuille moved, — That the motion be amended by replacing the words “Wednesday, October 29” with the words “Monday, November 3”;

by replacing the words “5:00 p.m.” with the words “4:00 p.m.”;

by replacing the words “after the conclusion of witness testimony on the fourth meeting” with the words “at a sitting specified by the committee, following the final meeting with witnesses”;

by replacing the words “does not adjourn until” with the words “dedicate the number of meetings required for”, and

by replacing the word “has” with the words “consideration to be”.

After debate, the question was put on the amendment of Claude DeBellefeuille and it was agreed to.

The motion, as amended, read as follows:

That, in relation to the study of Bill C-12:

the committee invite members to submit witness lists to the clerk of the committee no later than Monday, November 3, 2025, at 4: 00 p.m.;

that the committee schedule four meetings to hear from witnesses; invite the Minister of Public Safety to appear and invite relevant officials; and

that the committee conduct clause-by-clause consideration of the bill at a sitting specified by the committee, following the final meeting with witnesses, and that the committee dedicate the number of meetings required for clause-by-clause consideration to be completed.

At 1:21 p.m., the committee adjourned to the call of the Chair.
