Minutes of Proceedings
It was agreed, — That the proposed budget in the amount of $500, for consideration of the Main Estimates 2026-27, be adopted.
It was agreed, — That the proposed budget in the amount of $1,000, for the study of Canada-United States border management, be adopted.
It was agreed, — That the proposed budget in the amount of $22,000, for the study of Bill C-22, An Act respecting lawful access, be adopted.
Marcel-Olivier Nadeau, Luc Lefebvre and Philippe Dufresne made statements and, with Nicolas Le Grand Alary and Michel Marchand, answered questions.
Dane Lloyd raised a question of privilege regarding access by committee members to the evidence of previous meetings and documents submitted to the committee.
The Chair reserved his decision.
At 4:45 p.m., the meeting was suspended.
At 4:49 p.m., the meeting resumed.
Erik Neuenschwander, Tamir Israel and Jeanette Patell made statements and, with Katherine Charlet, answered questions.
At 5:50 p.m., the meeting was suspended.

Mathias Van Laer, Commr Thomas Carrique and Patrick Brown made statements and answered questions.

Eric Smith, Andrew Ullock, D/Chief Nick Milinovich and Murray Rankin made statements and answered questions.
Frank Caputo moved, — That, in relation to the ongoing study of Bill C-22, an Act respecting lawful access;
a) the study be extended to accommodate further examination of part two of the bill which would enact the Supporting Authorized Access to Information Act, provided that the following witnesses appear separately, for at least one hour each:- the Minister of Industry, in relation to the impact on electronic service providers and their industry;
- the Minister responsible for Canada-United States Trade, in relation to trade and security implications raised by American lawmakers;
- the Secretary of State (Combatting Crime);
Debate arose thereon.
Jacques Ramsay moved, — That the debate be now adjourned.
The question was put on the motion and it was agreed to on the following recorded division:

Jacques Ramsay moved, — That the committee extend its study of Bill C-22 by inviting witnesses to appear on Thursday, May 28, 2026, from 4:30 to 6:30 p.m.;
that the amendment deadline be extended to Monday, June 1, 2026, at 5:30 p.m.;
that the first hour of the meeting of Tuesday, June 2, 2026, be on Bill C‑221, and receive testimony from the sponsor of the bill, Mel Arnold;
that the second hour of the meeting of Tuesday, June 2, 2026, consist of the relevant department officials on the studies of the Main Estimates and Bill C‑22; and
that clause-by-clause consideration of Bill C-22 begins on Thursday, June 4, 2026.Debate arose thereon.
