Pursuant to the order of reference of Thursday, October 23, 2025, the committee resumed consideration of Bill C-12, An Act respecting certain measures relating to the security of Canada's borders and the integrity of the Canadian immigration system and respecting other related security measures.

Philippe Dufresne, P. Whitney Lackenbauer, and Robert Huebert made statements and answered questions.

Motion

Claude DeBellefeuille moved, — That, in order to allow the members of the committee to take into account the appearance of 24 witnesses before the Standing Committee on Citizenship and Immigration as part of the study of Bill C‑12, the committee postpone the deadline for submitting amendments in preparation for the clause‑by‑clause study of Bill C‑12; and

that, for this purpose, the deadline for submitting the said amendments be set for Friday, November 21, 2025, at 11:59 p.m.

Debate arose thereon.

At 11:33 a.m., the meeting was suspended.

At 11:38 a.m., the meeting resumed.

By unanimous consent, after debate, the question was put on the motion and it was agreed to.

Questioning of the witnesses resumed.

Notice of Motion

Dane Lloyd gave notice of the following motion:

That, given the Department of Agriculture has advised the Penticton Shooting Sports Association (PSSA) that their lease is to be terminated at the end of 2025;

that the range has operated for 42 years and is essential not only for recreational shooters but also for the Royal Canadian Mounted Police, British Columbia Sheriffs, and Cadets who depend on it for training;

that the planned closure of the range would deprive the community of a safe area where residents can legally and responsibly use their firearms; and

that the proposed divestment of this land has been met with widespread condemnation from the community and the South Okanagan RCMP;

the committee call on the government to rescind the divestment plan and that this be reported to the House.

Questioning of the witnesses resumed.

At 12:12 p.m., the meeting was suspended.

At 12:16 p.m., the meeting resumed.

Mark Weber and Brian Sauvé made statements and answered questions.

Notice of Motion

Rhonda Kirkland gave notice of the following motion:

That the committee undertake a study, pursuant to Standing Order 108(2), on the systemic discrimination and toxic workplace culture within the Canada Border Services Agency;

that the study include a minimum of five meetings;

that the committee invite the Minister of Public Safety, the President of the Canada Border Services Agency, the President and additional representatives of the Customs and Immigration Union, former and current CBSA employees with lived experience, experts in workplace culture and harassment, and any other witnesses the committee deems appropriate to appear before it; and

that the committee report its findings and recommendations to the House.

Questioning of the witnesses resumed.

At 1:10 p.m., the committee adjourned to the call of the Chair.
