Pursuant to Standing Order 108(2) and the motion adopted by the committee on September 18, 2025, the committee resumed its study of canadian energy exports.

David Novog and Andrew Thiele made statements and, with Robert Tremblay, answered questions.

Motion

Mario Simard moved, — That considering Jackson Wijaya's numerous refusals to testify before this committee in the past, and

Considering the recent closures of the Domtar mill in Kénogami, and the threat of permanent closure hanging over the mill, given that the company had announced an investment plan in recent months;

Pursuant to Standing Order 108(2), the committee summon Jackson Wijaya, owner of Asia Pulp and Paper and sole shareholder of Domtar, to testify on the impact of such a decision on the mill's employees and the company's intentions regarding its other facilities in Quebec and Canada; and

That a report on this study be prepared and presented to the House and that, pursuant to Standing Order 109, the government table a complete response to the report.

Debate arose thereon.

Amendment

Corey Hogan moved, — That the motion be amended by replacing the word “summons” by “invite”; and replacing the words “That a report on this study be prepared and presented to the House and that, pursuant to Standing Order 109, the government table a complete response to the report.” by the words “That this testimony be included in the committee’s report on the forestry sector study.”.

After debate, the question was put on the amendment of Corey Hogan and it was agreed to on the following recorded division:

YEAS: Braedon Clark, John-Paul Danko, Claude Guay, Corey Hogan, Gaétan Malette, Richard Martel, Jonathan Rowe, Mario Simard, Corey Tochor — 9;

NAYS: — 0.

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:

YEAS: Braedon Clark, John-Paul Danko, Claude Guay, Corey Hogan, Gaétan Malette, Richard Martel, Jonathan Rowe, Mario Simard, Corey Tochor — 9;

NAYS: — 0.

The motion, as amended, read as follows:

That, considering Jackson Wijaya's numerous refusals to testify before this committee in the past, and
