Pursuant to Standing Order 108(2) and the motion adopted by the committee on September 18, 2025, the committee resumed its study of canadian energy exports.

Lisa Baiton, Francis Bradley and Catherine Swift made statements and answered questions.

At 4:36 p.m., the meeting was suspended.

At 4:42 p.m., the meeting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $4,450, for the study of the subject matter of clauses 593 and 594 (Division 41) of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025, be adopted.

It was agreed, — That the proposed budget in the amount of $36,200, for the study of the Canadian Energy Exports, be adopted.

It was agreed, — That, as part of its study of the forestry industry, in winter or spring 2026, the Committee travel to Finland and Sweden (during House Adjournment) to examine their forestry value chains as models of a sustainable and efficient industry— from government policies and regulations, from silviculture and forest management, through harvesting, to the production of finished forest products—and to identify pragmatic lessons and best practices that could be applied in Canada; and that the Committee instruct the Clerk of the Committee to include, as part of the itinerary for this travel, meetings with:

1. Industry leaders and organizations across both forestry value chains, including stakeholders involved in forest planning and management, harvesting operations and harvesting equipment, sawmilling and finished wood products, pulp and bioproducts, value added forest products and the recovery and conversion of forestry residues into biomass for energy and heating purposes;

2. The Agriculture and Forestry Committees;

3. Officials from both Ministries of Agriculture and Forestry (and other relevant departments, as appropriate);

and that the Committee report its findings and recommendations to the House.
