Pursuant to Standing Order 108(3)(c), the committee proceeded to a briefing on with the interim Parliamentary Budget Officer on his recent report: Budget 2025 Federal Spending to Support $1 Trillion in Total Investment.

Jason Jacques made a statement and, with the other witnesses, answered questions.

On motion of Tamara Jansen, it was agreed, — That the President of the Treasury Board and the relevant deputy minister be invited to appear for one hour to discuss the budget cuts affecting public service managers as part of the comprehensive expenditure review.

Questioning of the witnesses resumed.

On motion of Kelly Block, it was agreed, — That the interim Parliamentary Budget Officer report to the committee on the non-confidential information provided to him by the government as part of the comprehensive expenditure review.

The committee proceeded to the consideration of matters related to committee business.

On motion of Tom Osborne, it was agreed, — That the committee undertake a study of the subject matter of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025, specifically clauses 195 to 199 (Division 2), clauses 203 to 209 (Division 5), clauses 210 to 216 (Division 6), clauses 217 to 222 (Division 7), and clause 592 (Division 40), and that it invite to appear: (1) the President of the Treasury Board for one hour, followed by one hour with the Red Tape Reduction Office, followed by one hour with representatives from the Public Service Alliance of Canada; (2) the Minister of Government Transformation, Public Works and Procurement for one hour, followed by one hour with Doug Ettinger, Chief Executive Officer of Canada Post; that the committee dedicate one additional meeting to the ethical, accountability, and transparency implications of Division 5 of Part 5 of the bill (Amendments to the Red Tape Reductions Act); and that it forward any recommendations or suggested amendments to the Standing Committee on Finance by Friday, February 27, 2026.

It was agreed, — That the clerk and analysts have the discretion to schedule meetings and witnesses as part of this study, excluding the previously scheduled meeting on Thursday, February 12, 2026, with the Minister of Government Transformation, Public Works and Procurement and his officials, while also considering the possible presence of Canada Post officials at this meeting.

On motion of Kelly Block, it was agreed, — That the proposed supplementary budget in the amount of $1,500, for the study of the situation at Canada Post, be adopted.

It was agreed, — That, in connection with the study on the creation and planning of the Defence Investment Agency, Stephen Fuhr, Secretary of State (Defence Procurement), and Doug Guzman, Chief Executive Officer of the agency, appear at the meeting on Tuesday, February 10, 2026.

It was agreed, — That the Information Commissioner of Canada be invited to appear for a briefing session on either Tuesday, February 3, or Thursday, February 5, 2026, depending on her availability.

At 5:16 p.m., the committee adjourned to the call of the Chair.
